基层维稳工作中增强政府回应的有效途径探析

摘要： 政府回应是行政学领域的基本范畴之一，在我国基层维稳工作中越来越显示出重要的现实意义。目前我国各级政府在基层维稳工作中对增强政府回应能力方面做过许多积极探索，但也存在一些问题，比如政府回应的积极性差、政府回应方式过于传统与单一、政府回应机制不健全等。针对这些问题可以通过以下途径对我国基层维稳工作中的政府回应加以强化，即确立公民本位的服务意识;不断丰富并创新基层政府回应的方式;进一步完善我国基层政府回应的法律、协商、监督以及评估与反馈机制。

Abstract: The governments response is one basic concept in the field of administration， which is of more and more practical significance to the work of the grass-roots maintaining stability. Recently the governments at all levels have made active explorations on strengthening the governments response capability in the work of the grass-roots maintaining stability; however， some problems still remain to be solved. For example， the enthusiasm of the governments response is low， the ways of the governments response are traditional and uniform， and the mechanism of the governments response is not perfect. In order to solve these problems， some strategies are put forward including establishing a citizen-based service consciousness， constantly enriching and innovating the ways of the grass-roots governments response， and improving the grass-roots governments response mechanisms of legislation， consultation， supervision， evaluation and feedback.
