摘要： 机构照顾是我国老年福利服务的传统方式，自新中国成立以来经历了三个发展阶段，随着人口老龄化所带来的养老压力，养老机构面临着总量不足与床位利用率低的双重矛盾，机构照顾陷入了困境。社区居家养老以家庭为核心，以社区为依托，通过社会网络为老年人提供养老服务，兼具家庭养老与机构照顾的优点，它的优势日益凸显，成为老年福利服务的一种新模式。从机构照顾到社区居家照顾彰显我国老年福利服务政策在政策目标、政府责任、照顾内容与服务方式等方面发生了深刻的转变。

Abstract: Institutional caring， as a traditional elderly welfare service， has gone through three stages of development since the founding of PRC. With the pension pressure brought about by the arrival of an aging population， the pension agencies are faced with a conflict， i.e.， gross inadequacy and low utilization of accommodations， which has trapped and troubled institutional caring. Home-based community caring， taking family as the core and falling back on communities， provides pension services through the social network， thus having the benefits of both family support and institutional caring. This increasingly prominent advantage has made it a new model of elderly welfare services. The transition from institutional caring to community caring indicates a fundamental change of Chinas elderly welfare services in terms of policy objectives， governmental responsibilities， and contents as well as modes of elderly caring.
