Abstract: The administrative decision-making procedure has been implemented in a certain scope and to some degree in China; however， some new problems have arisen including insufficient and inaccurate information， unprofessional experts， citizens low enthusiasm and ineffective supervision. This paper analyses both subjective and objective factors that affect administrative decision-making， and proposes some countermeasures to perfect the legalization of administrative decision-making procedure， which include ensuring the completeness and authenticity of administrative decision-making information， constructing an expert assessment system， and improve the liability ascertainment mechanism so as to guarantee the legalization of administrative decision-making procedure both in form and in essence.
