Further Research on the Legalization of Administrative Decision-making Procedure

Abstract: The administrative decision-making procedure has been implemented in a certain scope and to some degree in China; however, some new problems have arisen including insufficient and inaccurate information, unprofessional experts, citizens low enthusiasm and ineffective supervision. This paper analyses both subjective and objective factors that affect administrative decision-making, and proposes some countermeasures to perfect the legalization of administrative decision-making procedure, which include ensuring the completeness and authenticity of administrative decision-making information, constructing an expert assessment system, and improve the liability ascertainment mechanism so as to guarantee the legalization of administrative decision-making procedure both in form and in essence.
