Abstract: Nowadays， the legislative standards for Chinas state-owned land annual rent are too simple， the rent adjustment conditions are confined to regular review， the rent adjustment procedure is deficient， the rent reduction and exemption system has not been fully established， and the liability for breaching rent payment duties goes between administrative responsibility and civil responsibility. All these problems have seriously affected the functioning of the state-owned land rent system. Therefore， it is essential that land reduction rate should be adopted as part of the legislative standards， the rent adjustment system involving regular review and legal reasoning should be established， the rent adjustment procedure should be set up， the rent reduction and exemption system should be improved， and the liability for breaching rent payment duties should be defined as civil responsibility.
