Abstract: Although government affairs microblogs are at their early development stage, the main features, underlying logics and mechanisms have manifested themselves. As the main participants of government affairs microblogs, the government, business operators and general users adopt different behavioral strategies, indicative of varied supporting mechanisms. For the governance transformation at its critical period, the development of government affairs microblogs on the one hand enhances the governments ruling resilience; on the other hand it challenges the current governance structure as well. To a certain degree, the development of government affairs microblogs provides a new channel for the mutualdiscipline between the government and the common people.

Key words: governance transformation, government affairs microblog, behavioral strategy, supporting mechanism, mutual discipline
