Abstract: Based on Maslow's hierarchy of needs theory， the hierarchy of intelligent technology needs of the elderly is deduced， and then research is conducted in Nanjing to identify the requirements of four kinds of the information have-less elderly in using smart technology-social-weak type， self-weak type， equipment-week type， and self-social-week type， and the causes of the digital divide of the information have-less elderly are analyzed. To govern the “digital divide” among the information have-less elderly， old people's needs for smart technology should be highlighted in order to create a requirements-inclusive digital environment that is “people-oriented， life-first， and taking-targeted-measures”， a society-inclusive digital environment of “equal opportunity and diverse co-governance”， and a technology-inclusive digital environment which “is intelligent in social and public services， and provides intelligent applications and equipment friendly to the elderly”.
