Towards a Coherent Paradigm of Philosophy of InformationA Text of History of Concepts
    WANG Jian
    2013, 15 (6):  551-1170.  DOI: 10.15936/j.cnki.1008-3758.2013.06.001
    Abstract ( 311 )   HTML   PDF (774KB) ( 544 )
In the perspective of history of concepts, the origin and connotations of philosophy of information (PI) as well as the evolution of PI paradigms are characterized by the dual dimensions of diachronicity and synchronicity. By considering these two complementary questions: “which kind of information does the philosophy in PI belong to?” and “what kind of philosophy is PI?”, the connotations of PI and the dual paradigms of PI studies are explored, which highlight the modern appeal and intercultural significance of PI. The divergence and confluence of PI paradigms might provide a possible solution to a coherent but not unitive PI paradigm.

Delimitation and Peculiarities of Eco-innovation: A Comparison with General Innovation and Reflections on the Subjects
    YANG Yan
    2013, 15 (6):  557-562.  DOI: 10.15936/j.cnki.1008-3758.2013.06.002
    Abstract ( 806 )   HTML   PDF (756KB) ( 593 )
This study discusses the delimitation and peculiarities of eco-innovation, based on which it further proposes introducing a fourth innovative subject apart from university, industry and government in a civil society. Compared to general innovation, eco-innovation, a carrier of both economic profit and environmental profit, has the peculiarities of emphasizing environmental benefit, dual externality, environmentally-regulated impetus, social innovation and institutional innovation. It is important for the Chinese government to reflect upon the important role civil society groups play in changing Chinas social life styles and consumption habits so as to promote a green economy. Enterprises and companies are suggested to proactively taking their corporate social responsibilities as an important business strategy.

A Study on Scientific and Technological Innovation of Culture
    YANG Feng, CHEN Si
    2013, 15 (6):  563-62573.  DOI: 10.15936/j.cnki.1008-3758.2013.06.003
    Abstract ( 382 )   HTML   PDF (1252KB) ( 454 )
In the context of modernity, scientific and technological innovation of culture is not simply scientific and technological innovation; rather, it emphasizes the cultural orientation of scientific and technological innovation. With a highly motivated cultural concern, it aims at cultural prosperity and civilization construction by relieving the tension between historical imagination and technological imagination as well as the tension between instrumental reason and communicative reason. In a theoretical sense, scientific and technological innovation of culture should be based upon an in-depth integration of modern scientific and technological means and cultural ends. With an emphasis on significance rather than on function, scientific and technological innovation of culture represents a permanent pursuit for the quality rather than the quantity of cultural consumption.

    2013, 15 (6):  569-574.  DOI: 10.15936/j.cnki.1008-3758.2013.06.004
    Abstract ( 478 )   HTML   PDF (199KB) ( 493 )
Cultural industry innovation could be defined as a process of producing cultural artifacts in a large scale and converting cultural works into cultural products by adding scalability, profitability, structurality, convertibility and standard. In order to promote the scale development of cultural industry, the public cultural service network should be improved and the export of cultural products should be increased. In order to promote the profitability development of cultural industry, the cultural industry chains should be extended and the tax preferential policies should be reinforced. In terms of structural adjustment, the cultural industry system should be reformed and the cultural industry should be developed collaboratively in both urban and rural areas. When it comes to promoting the convertibility development of cultural industry, the independent innovation capability of cultural technology should be strengthened.

HE Kang, YIN Ao, WANG Ke-fei
    2013, 15 (6):  575-581.  DOI: 10.15936/j.cnki.1008-3758.2013.06.005
    Abstract ( 344 )   HTML   PDF (884KB) ( 446 )
By choosing stock index as the object of study, including London FTSE 100 stock index, French CAC 40 stock index, German DAX 30 stock index and Standard & Poors 500 stock index, which could represent well European and American stock markets, this paper first divides the time interval into the pre-crisis period, the subprime crisis and the European debt crisis, and then uses the state-space model and quantile regression to examine empirically the linkage between stock markets in Europe and the United States in the context of financial crisis. The results show that there is a long-term equilibrium relationship between European and American stock markets, and in the pre-crisis period U.S. stock markets have a short-term price guide relationship to European stock markets, but European stock markets do not have a short-term price guide relationship to U.S. stock markets. During the subprime crisis, the factors at economic base and market infection levels jointly determine the short-term price-guiding relationship between U.S. stocks and European stocks. And during the European debt crisis, there are mutual Granger causality in the stock markets, and the linkage between European and American stock markets is significantly enhanced. As a whole, the movements of U.S. stocks have greater impacts on the movements of European stocks.

Adaptive Behavior Tendencies and Influence Strategy in Unsustainable Consumption
    WAN Song-qian, JU Fang-hui, XIE Zi-yuan
    2013, 15 (6):  589-594.  DOI: 10.15936/j.cnki.1008-3758.2013.06.007
    Abstract ( 344 )   HTML   PDF (1058KB) ( 538 )
The construction of “the resources-economical and environment-friendly society” calls for sustainable consumption behaviors, whereas unsustainable behaviors are deeply rooted in the evolutionary history of human beings, who have been adapting themselves to the natural and social environments. Many such unsustainable consumption behaviors are caused by the five adaptive tendencies— propensity for self-interest, propensity for relative status, propensity for copying others, propensity for being shortsighted and propensity for disregarding impalpable concerns. Although these adaptive tendencies are difficult to eliminate, such theories as kinship selection, reciprocal altruism, costly signaling and life history might provide possibilities to promote sustainable consumption.

    2013, 15 (6):  601-605.  DOI: 10.15936/j.cnki.1008-3758.2013.06.009
    Abstract ( 372 )   HTML   PDF (1977KB) ( 434 )
Incentive barrier is one of the most important factors that restrict knowledge alliances normal operation and performance improvement. This paper analyses the four periods of the life cycle of knowledge alliance—gestation period, construction period, runtime period and disintegration period, and then lists the content, objectives and characteristics of the four life cycle periods. The incentive barriers are revealed from four dimensions, that is, knowledge characteristics, knowledge subject, knowledge alliance structure and external environment. Based on the previous theoretical analyses, this study builds a theoretical framework of incentive barriers for knowledge alliance, and brings forth four propositions corresponding to the different life-cycle periods. Meanwhile, it suggests several mechanisms to weaken incentive barriers.

LIU Ze-zhao, WANG Hui-jia, HUANG Jie
    2013, 15 (6):  606-612.  DOI: 10.15936/j.cnki.1008-3758.2013.06.010
    Abstract ( 325 )   HTML   PDF (2169KB) ( 560 )
The implementation path of social stability risk assessment has brought about more concerns to Chinese local officials, and increasingly become one of the prominent problems in practical work. By adopting the grounded theory, this paper introduces the theoretical perspectives of policy implementation, gathers data from Z County through in-depth interviews, and undertakes an explorative identification research of the influential factors of social stability risk assessment for grassroots government. The study indicates that the four main categories that exert significant effects on social stability risk assessment at the grass-roots county level are implicit awareness, implementation costs, administrative specifications and system tools. On this basis, some constructive viewpoints are further proposed to scientifically promote social stability risk assessment for grass-roots government, as is of practical significance.

New Thinking on Legal Positioning of Urban Community Residents Committee in China
ZHANG Lei, ZHANG Ping, QI Ning
    2013, 15 (6):  613-618.  DOI: 10.15936/j.cnki.1008-3758.2013.06.011
    Abstract ( 415 )   HTML   PDF (2064KB) ( 441 )
Urban community residents committee is a grass-roots mass self-government organization and an important carrier of grassroots participation in community governance. It plays an important role in developing socialist democracy, innovating social management and building a harmonious society. However, urban community residents committees are characterized by the strong administration of organizational functions, working systems, operating mechanisms, personnel turn-over and expenditures, which results in inadequate functioning of self-government and lack of social organizations integration. Therefore, the legal positioning of community residents committees should be further clarified into an aggregate corporation so as to define clearly the relationship among community party organizations, government and community committees, thus supplying public service effectively and reinforcing urban community residents sense of identity and belonging.

    2013, 15 (6):  619-623.  DOI: 10.15936/j.cnki.1008-3758.2013.06.012
    Abstract ( 458 )   HTML   PDF (1932KB) ( 472 )
Over the past decade, Japan has not only deepened its basic forms of industry-university alliance in cooperative research, commissioned research, sponsored lectures, enterprises hatched by universities and university technology transfer projects, but also explored such new forms as business consortium, technical guidance, comprehensive agreement and membership. Japans industry-university alliance, quite different from the ones of Europe and America, is characterized by being diversified in forms, broad in fields and multileveled in objects. The scale of cooperative research has been expanded, the enterprises hatched by universities have made remarkable achievements, the university technology transfer projects have increased and the industry-university alliance in SMEs has been particularly active, which has begun to take on a new trend of open innovation.

A Review on Industry Associations in China as the Subjects of Economic Law
    YAN Qi-hua, LI Sheng-zhi
    2013, 15 (6):  624-62636.  DOI: 10.15936/j.cnki.1008-3758.2013.06.013
    Abstract ( 459 )   HTML   PDF (1363KB) ( 519 )
Under the background of dual failure of both market and government, industry associations often play an important role in maintaining the market order. Therefore, defining industry associations as the subjects of economic law is the ultimate result of constructing a ternary social structure in the modern sense, the inevitable choice of pursuing fairness and justice by economic law, and the unavoidable demand of economic law to integrate its practical functions and theoretical systematicness. However, there is still much improvement in the legislation of industry associations in China, which makes it impossible to fully exert the legal functions of industry associations in the market economy and clearly position their subject status of economic law. Based on this, China should enact Industry Association Law as the basic legislation as soon as possible, thus guaranteeing industry associations subject status of economic law.

    Abstract ( 422 )   HTML   PDF (1957KB) ( 529 )
Exploring the institutional ethics of higher education is aimed at a scientific understanding of the goodness of higher education systems. From the perspective of the past, the present and the future institutional changes, this paper analyzes the multiple dimensions of institutional ethics in Chinas higher education—centralization reflects the administrative ethics of Chinas higher education institutions before the reform and opening up, and attachment to politics expresses the goodness of tools; decentralization embodies the administrative ethics of Chinas higher education institutions after the reform and opening up, and efficiency follows the market ethics; and in the future the freedom of Chinas higher education institutions is the goodness of purpose, democracy reflects the future administrative ethics, and justice highlights the social ethics. By questioning institutional ethics in Chinas higher education, the lost spirit of university might be regained and the effectiveness of higher education systems might be enhanced.

Teacher Performance Evaluation System in American Universities and Its Implications to China
    WANG Ke-jun
    2013, 15 (6):  642-646.  DOI: 10.15936/j.cnki.1008-3758.2013.06.016
    Abstract ( 384 )   HTML   PDF (1924KB) ( 527 )
It is American universities that first explored and practiced an evaluation system of teacher performance, which has experienced a refining process from establishment to standardization. The system possesses such features as varied and flexible evaluation criteria and methods, standardized evaluation procedures, as well as far-sighted evaluation outcomes and objectives, which make it objective, just and suitable for long-term development. Considering that there exist such problems as one-sidedness of evaluation indicators, unidirectionality of evaluation process and simplicity of evaluation objectives in teacher performance evaluation of Chinas higher education, the successful American experience of teacher performance evaluation could be drawn on to improve the system of evaluation indicators, standardize the evaluation procedures and optimize the assessment functions of teacher performance evaluation system in Chinese universities.

    Abstract ( 446 )   HTML   PDF (2198KB) ( 454 )
The socio-cultural theory by Vygotsky holds that human social culture as well as social interaction plays a crucial role in the psychological development of a person. The results of the questionnaire and interview targeted at some Chinese students in a German university reveal that these students, affected by the interaction with classroom environment, learning subject and learning partner, have changed their learning strategies to adapt themselves to a new social and cultural environment. Among those improved learning strategies, cognitive and metacognitive strategies take up the largest part. On the basis of these findings, there might emerge a new research field for foreign language researchers.

    2013, 15 (6):  653-656.  DOI: 10.15936/j.cnki.1008-3758.2013.06.018
    Abstract ( 362 )   HTML   PDF (1894KB) ( 478 )
From the perspective of cultural understanding and transcending, this paper discusses the issues concerning the possible development of Chinese culture in the world, based on an inspiration from the Jesuits experiences of cultural exchange in China during Ming and Qing Dynasties. It is held that cultural exchanges with the outside world should give priority to the inter-faith dialogues in different cultures and the problems ensued, and effective cultural transmission could only be fulfilled by the interaction with and reconstruction of foreign cultures. To finish the task, a good grasp of Chinese culture with a good understanding of its traditions and the core values of target countries should become a prerequisite. To understand and transcend such cultural differences, the interaction and reconstruction among different cultures should be guaranteed. Meanwhile, the popularization and the elitism of Chinese culture are equally important.
