论预期技术伦理的方法论特征

摘要：

基于负责任研究与创新的理论框架，荷兰学者菲利普·布瑞提出的预期技术伦理(ATE)作为一种将视角聚焦于新兴技术投产前早期阶段的实践伦理方法，其方法论特征体现在流程的完整性、方法的丰富性以及将技术描述与伦理价值、原则互嵌的独特模式上。ATE的流程可划分为技术预期分析、伦理问题识别、伦理问题评估以及技术治理四个阶段，其中在技术预期分析环节通过从认识论上将技术划分为三个层级，从而达到协调统合多种不同技术预期方法的目的。一种包含具体目的的客观价值列表方法可以在技术实践中实现技术预期与伦理价值、原则的相互参照。

Abstract:

Based on the theoretical framework of responsible research and innovation， the anticipatory technology ethics (ATE) proposed by Dutch scholar Philip Brey is a practical ethics method which focuses on the early stages of emerging technologies. Its methodological characteristics are embodied in the integrity of the process， the richness of methods and the unique mode of embedding technological description with ethical values and principles. The process of ATE can be divided into four parts-technical forecasting analysis， identification and evaluation of ethical issues， and technological governance. In the process of technical forecasting analysis， technology is divided into three levels by epistemology so as to achieve the purpose of coordinating and integrating various different technical forecasting methods. Finally， an objective value list method with specific purposes can realize the cross-reference of technical forecasting， and ethical values and principles in technological practices.
