Abstract: Currently， grassroots party construction in the rural governance in China has become more and more prominent. Under this background， the comprehensive “multi-tasker” system of village-level organization leaders has turned to be an important tool to promote rural revitalization and development and stimulate rural governance vitality in the new era， gradually achieving a top-down policy consensus. Based on an investigation of the practice in L Town in Northern Province， it is shown that the grassroots government adopts multiple ways to comprehensively complete the work of the “multi-tasker” system of village-level organization leaders. Comprehensive implementation of the “multi-tasker” system of village-level organization leaders has to face obvious higher pressure and underlying demands. Meanwhile， L Town adopts the mobilization strategy of combining “emotion” and “reason”， and interweaving the formal and informal. However， the practice in L Town also shows that comprehensive implementation of the “multi-tasker” system of village-level organization leaders is still confronted with such difficulties as grassroots election， local governance and administrative efficiency. In this regard， efforts can be made from legislative amendment， incentive mechanism， party construction services and strength cultivation so as to optimize the system， impetus， public opinion and organizational basis for the operation of the “multi-tasker” system of village-level organization leaders.
