京津冀地区大气污染治理与绿色转型

Air Pollution Governance and Green Transition in Beijing-Tianjin-Hebei Region: Multi-level Perspective Analysis

摘要:

基于多层次视角理论,结合Agent建模技术和系统动力学方法,构建了绿色转型演进模型。运用该模型对京津冀地区大气污染治理与绿色转型过程进行了研究。研究表明:产业结构调整作为新的主导机制替代传统工业源污染治理体制,与区域联防联控、燃煤治理、机动车污染治理、扬尘治理等共同作用促进京津冀地区大气污染治理和绿色转型。治理政策、治理成本,以及产业规模等因素对体制或利基等代理主体的支持度有不同的影响:治理政策与产业结构调整呈正相关性,与区域联防联控治理呈负相关性;治理成本与产业结构调整呈负相关性,与区域联防联控治理呈正相关;产业规模与产业结构调整呈正相关,与燃煤治理存在U型关系,与传统治理体制存在倒U型关系。SO2排放量、煤炭和汽油消费量等环境因素对产业结构调整和区域联防联控治理影响明显,更加绿色、生态友好的环境对产业结构调整和区域联防联控治理具有较大的促进作用。

Abstract:

Based on the multi-level perspective theory, the transition and evolution model is constructed by using the Agent modeling technology and system dynamics method to study the governance of air pollution and green transition in the Beijing-Tianjin-Hebei region. The results show that industrial restructuring, as a new leading mechanism, replaces the traditional industrial sources pollution control system, works together with regional collaborative governance, coal combustion control, motor vehicle pollution control, dust control, etc., to promote air pollution control and green transition in the Beijing-Tianjin-Hebei region. Factors such as governance policies, governance costs, and industrial scales have different impacts on the support of agent actors such as regime or niches. Governance policies are positively correlated with industrial restructuring, and negatively correlated with regional collaborative governance. Governance costs are negatively correlated with industrial restructuring, and positively correlated with regional collaborative governance. Industrial scales have a positive correlation with industrial restructuring, an U-shaped relationship with coal-fired governance, and an inverted U-shaped relationship with traditional governance systems. Environmental factors such as SO2 emissions, coal and gasoline consumption have a significant impact on industrial restructuring and regional collaborative governance. More green and friendly environment has a significant promoting effect on industrial restructuring and regional collaborative governance. The findings may provide an analytical tool and method for the process of regional air pollution control and green transition and evolution through model construction and simulation analysis.
