An Empirical Analysis of the Effectiveness of Science and Technology Resources Allocation of Equipment Manufacturing Industry in Shenyang City

Abstract: Based on the evaluation index system for reasonable science and technology resources allocation, an empirical analysis was made of the effectiveness of science and technology resources allocation of equipment manufacturing industry in Shenyang city by applying the data envelopment analysis (DEA). The results showed that Shenyangs general machinery manufacturing industry was non-DEA effective, while metal product industry, transportation equipment manufacturing industry, stationery manufacturing industry and instrument manufacturing industry displayed weak DEA effectiveness. For such industries as electrical apparatus manufacturing, specialized equipment manufacturing and communications equipment manufacturing, there existed DEA effectiveness. Further analysis,indicated that the research funds among Shenyangs equipment manufacturing sub-sectors are not rationally distributed, the scientific and technological talents are unevenly allocated and the resultant outputs are rather inefficient. In consideration of the actual situations of Shenyang, it was suggested that further adjustments be made to the research funding distribution among the various sub-sectors of Shenyangs equipment manufacturing industry, the development strategies of scientific and technological talents be perfected, and the external environments of science and technology resources allocation be improved.
