Research of the Impact of Rural Cooperative Medical Insurance on Consumption Smoothing Effect in China from the Perspective of Consumption Structure Heterogeneity

Abstract: The welfare value of family consumption will be smoothed and realized through the impact of New Rural Cooperative Medical Insurance on the consumption structure. Based on the micro-panel data, the results show that increasing the family engagement rate will have a promotion effect on the medical consumption and have a crowding-out effect on the subsistence consumption. Further grouping of consumption results show that the crowding-out effect is mainly reflected in survival consumption. The interaction effect analysis of income and insurance engagement rate shows that the smoothing effect of the family engagement rate on various household consumption has heterogeneity about income. Increasing family engagement rate has a significant crowding out effect on non-medical consumption and survival consumption of middle or high-income families in high engagement rate of families, but the crowding out effect on low-income families is not significant. The research conclusion indicate that the Rural Cooperative Medical Insurance cannot meet the medical consumption needs of the middle and high income groups, and it is urgent to design and improve a multi-level insurance system.
