摘要： 协调当代人与后代人的利益，实现代际公平是可持续发展的核心议题。现代社会养老保险制度本质上是财富的代际转移，并由于制度设计本身及人口老龄化的影响，面临着代际不公的风险与可持续发展的挑战。对此，应该将代际公平视为养老保险可持续发展的衡量标准、关键条件和基本约束，探索通过完善社会福利体系的代际分配结构，在公共代际转移领域以代际补偿的形式弥补养老保险的代际不公问题，进而实现养老保险可持续发展。

Abstract: Coordinating the interests between contemporary and future generations to achieve intergenerational equity is a core issue for sustainable development. In essence， the modern social endowment insurance system is an intergenerational transfer of wealth. Under the influence of its design and population aging， the system is faced with the risk of intergenerational inequity and the unsustainable problems. It is recommended that the intergenerational equity should be regarded as the measurement， key conditions and basic constraints of the systems sustainable development， the intergenerational distribution structure of the social welfare system should be improved， and the intergenerational inequity should be made up through intergenerational compensation in public areas so as to realize its sustainable development.
