Research on the Role of New Able Villagers in the Supply of Rural Public Cultural Services: Based on an Analysis Framework of “Double-layer Identity and Action Model”

Abstract: Under the background of rural culture promotion strategy, new able villagers have provided new ideas for solving the plight of the serious shortage of rural public cultural service supply. Based on “double-layer identity and action model”, Shiyangtang Town, Hunan Province is used as the object to study the role of new able villagers in the provision of public cultural services. It is found in the research that new able villagers play the role of a communicator between the government, the society, the market and the villagers, and that they play a role in feeding back villagers' public cultural needs, assisting the government to perform cultural service functions, integrating social welfare cultural resources, and promoting the participation of market forces. It also expounds the mechanism of new able villagers' participation from three dimensions, i.e. local identity is the foundation, organizational identity is the guarantee, and status identity is the core. The government should give full play to the role of new able villagers to effectively improve the level of rural public cultural services.
