Supply-Demand Matching Evaluation of Academic Entrepreneurship Policies for University Researchers: Based on PMC Index Model

Abstract: It is important to clarify the supply-demand match of the current academic entrepreneurship policies to form an effective entrepreneurship policy system and promote the entrepreneurial activities of university researchers who are suitable for entrepreneurship. Based on the “demand-supply” perspective, 75 specific policy demands in 8 areas for university researchers' entrepreneurship are identified and then the effective supply rate of current policies to specific policy demands is 74.67%. Using the PMC index model, the supply-demand matching degree of academic entrepreneurship policies is 0.789, which falls into the good category, but there are still problems such as low levels of supply structures, lack of supplies of some demands, imprecise supply, and insufficient supply of operational policies. Finally, suggestions on policy are made from three aspects-improving the policy supply quality, improving the policy operability and improving the policy implementation rate.
