Study on the Performance Evaluation Modes of Chinas Local Governments Based on an Analysis of 24 Practice Cases

Abstract: Referring to Salamons classification of the relationship between governments and non-governmental organizations, this paper divides government performance evaluation into five modes including hierarchy evaluation, participation evaluation, cooperation evaluation, independence evaluation and governance evaluation. Then it selects 24 typical practice cases of Chinas local governments and analyzes them in such dimensions as administrative level, performance evaluation cycle, duration, organizational setup, evaluator, assessment method and result application. By studying the five modes in the practice cases, it is intended to explore the current status and problems of Chinas local governments performance evaluation on the whole. Finally, this paper attempts to predict the development tendency of these modes in China and provides some suggestions for future research.
