Abstract: Based on the dual perspective of government-public environmental attention interaction, polynomial regression combined with response surface analysis are used to study the influence of government-public attention congruence on environmental governance efficiency and the moderating effect of environmental interviews. It is found that compared with government-public attention congruence, environmental governance efficiency is higher when there is incongruence; in the context of government-public attention congruence, compared with low congruence, environmental governance efficiency is higher when the government-public attention congruence is high; under the situation of government-public attention incongruence, compared with the case that government attention is higher than public attention, environmental governance efficiency is higher when public attention is high. Environmental protection interview strengthens the impact of government-public attention congruence on efficiency of environmental governance, and helps change the coercion role of public concern into conscious actions of the government.

Key words: environmental governance; environmental protection interview; attention congruence; polynomial regression; response surface analysis
