How to Prevent and Control Governance Risks in Developmental Tasks:The Adjustment of Local Governments' Developmental Logic

Abstract: A single theoretical perspective, such as developmentalism or stability maintenance and control, cannot completely picture the whole action profile of local governments, including their considerations and choices between the incentives and risks or between multiple risks. By observing enabled development process of “the northern five villages” in Yungang Street, the study finds that in the face of development tasks involving multiple risks, the development logic of local governments has been adjusted from “development first and then stability maintenance” to “controllable development”. They minimize uncertainty and approach the goals by using such tactics as prior transformation, process control, circumvention and technical governance. The constructive characteristics of social risks provide an initiative space and a strategy generative mechanism for the controllable development of local governments. Local governments conduct rational research and judgement, divide attention and choose prevention and control strategies according to the plasticity of risk issues and the urgency of risk response.
