A Study on Equity of Health Resource Allocation in Liaoning Province

Abstract: Based on 2002—2010 Statistical Yearbooks, this paper empirically studied the inequity of health resource allocation in Liaoning Province by applying Lorentz curve, Gink coefficient and comparison from the perspectives of population, area and region. The findings showed that there is a gross surplus of medical health resources in Liaoning Province concentrated in the big cities, and there exists serious unfairness in health resource allocation between the urban and rural areas. In order to promote a fair allocation of medical health resources, it is essential that the gross health resources should be cut and controlled, the remnant health resources should be optimized and adjusted giving more priority to the rural and lower-level communities, and the unified design between the city and the countryside should be enhanced in an accelerated way.
