Abstract: Network management is one of the most important functions of satellite application system. Aiming at the characteristics of the new-generation broadband multi-media communication satellite system, the function of accounting management as an integral part of the commercial satellite system is studied and an accounting management model is developed base on the charging agent in satellite switchboard. An accounting scheme is thus proposed combining users' conversation with different strategies for service division, throughout and QoS, then a formula is designed for system accounting management, which lay down a foundation for the implementation and applications of the new-generation broadband multi-media satellite communication system.
