Abstract: Talent introduction policies serve as important initiatives to attract talents to settle in many cities in recent years. Based on the data of 12 “new first-tier cities” in China from 2012 to 2018, the multi-period difference-in-difference method is adopted to identify the actual effects and gender heterogeneity of the policies for attracting talents. It is concluded that the implementation of talent introduction policies has a significant policy effect, which is stronger for females in terms of direct effect, significance level and explanatory power. In addition, GDP has a positive moderating effect on the implementation of talent policies, which is stronger for females than males. Instead of inducing gender inequality, talent introduction policies may reverse the original gender inequality on talent mobility to some extent.
