Abstract: New quality productive forces are the result of the qualitative change of traditional productive forces. There exists a relationship of dialectical unity between new quality productive forces and the new relations of production. Given that Northeast China has shortcomings and weaknesses in institutions and mechanisms， and economic structures， developing new quality productive forces in Northeast China can crack the bottlenecks in development， strengthen the new driving force of high-quality development and provide better support for Chinese modernization. In order to develop the new quality productive forces in Northeast China， the frontiers of scientific and technological innovation should be focused upon， the digital economy should be developed vigorously， a modern industrial system with unique advantages should be built， and a new type of workforce should be cultivated. Meanwhile， the new relations of production should be shaped through deepening reform comprehensively， which includes deepening the institutional reform in economy， education， science and technology， and talent， making every endeavor to create first-class business environment， and committed to extend high-standard opening-up. It is necessary to support the development of new quality productive forces in Northeast China from the national top-level design， such as setting up pilot zones for the development of new quality productive forces， reinforcing the layout of major productive forces， establishing special grain zones， and promoting the integrated economic development of Northeast China.
