    On the Rise of Modern Western Scientific Community

    The medieval universities fostered a social and cultural atmosphere for the consciousness of freedom and tolerance of Western scholarly ctivities. In the 17th century, research activities on nature underwent a fundamental change: research on nature turned from an individual cause or an adjunct to a social cause and a profession. The Naples “Research Society on the Secrets of Nature” set up in 1560 and the English “Philosophy Society” founded in the 1640s ushered in the era of the institutionalization of scientific community. Such integrated research institutions as the Royal Society and the Paris Academy of Sciences, as well as the foundation of special research institutions like observatories in Europe and the United States, constituted the basic pattern of the institutionalization of scientific community. In the process of such transformation, the material support for research from governments and various social forces played a crucial role.

    Green productivity is a productivity that regards the harmony between man and nature as its kernel, circular economy as its pattern of growth, sustainable development as its goal and “Green” as its core value. Green technology can be transformed into green productivity by infiltrating into the latter’s entity components. It not only lays a foundation for developing green productivity, but also provides technological support for green productivity. In order to develop green productivity, it is essential to strive for the development of green technology, which requires the enterprises to make great efforts, the government to take it seriously and the social forces at different levels to cooperate actively, providing support and guarantee in ideology, policy, law and other aspects.

    The fierce competition of market and the complexity of technological innovation inevitably lead to the synergia of higher education institutions and enterprises. Such a synergetic development of technological innovation system by higher education institutions and enterprises is impacted by both internal and external factors. The synergetic development of schools and enterprises in technological innovation requires higher education institutions to reinforce contact and communication with enterprises, while enterprises are supposed to pass on the market demands and developmental tendencies to higher education institutions. What is more, the policy service system of synergetic technological innovation needs to be improved, a diversified and multi-channel technological investment system should be set up, and the relevant laws and regulations should be strengthened. The orderly operation of the synergetic technological innovation system by higher education institutions and enterprises results from the synergetic effects of the elements within the system.

    Studies on the Environmental Effects of Chinas Foreign Trade from the Perspective of Intra-product SpecializationAn Empirical Analysis of Pollution-intensive Industry Based on the Panel Data

    A trade and environment model from the perspective of intra-product specialization bases itself on the triple environmental effects of trade liberalization and takes export pollution level of pollution-intensive industry as the main subject. Based on the 1995-2009 panel data, this paper empirically studies export environmental effects of Chinas foreign trade in the context of international intra-product specialization, which is believed to reflect the effects of intra-product specialization on China foreign trade and environment. The results indicate that intra-product specialization can lower export pollution level of pollution-intensive industry, enhance the environmental and technological effects, and thus reduce export environmental costs under certain circumstances.

    Based on the evaluation index system for reasonable science and technology resources allocation, an empirical analysis was made of the effectiveness of science and technology resources allocation of equipment manufacturing industry in Shenyang city by applying the data envelopment analysis (DEA). The results showed that Shenyangs general machinery manufacturing industry was non-DEA effective, while metal product industry, transportation equipment manufacturing industry, stationery manufacturing industry and instrument manufacturing industry displayed weak DEA effectiveness. For such industries as electrical apparatus manufacturing, specialized equipment manufacturing and communications equipment manufacturing, there existed DEA effectiveness. Further analysis,indicated that the research funds among Shenyangs equipment manufacturing sub-sectors are not rationally distributed, the scientific and technological talents are unevenly allocated and the resultant outputs are rather inefficient. In consideration of the actual situations of Shenyang, it was suggested that further adjustments be made to the research funding distribution among the various sub-sectors of Shenyangs equipment manufacturing industry, the development strategies of scientific and technological talents be perfected, and the external environments of science and technology resources allocation be improved.

    On the Policy Changes of Chinas Elderly Welfare Services: From Institutional Caring to Community Caring

    Institutional caring, as a traditional elderly welfare service, has gone through three stages of development since the founding of PRC. With the pension pressure brought about by the arrival of an aging population, the pension agencies are faced with a conflict, i.e., gross inadequacy and low utilization of accommodations, which has trapped and troubled institutional caring. Home-based community caring, taking family as the core and falling back on communities, provides pension services through the social network, thus having the benefits of both family support and institutional caring. This increasingly prominent advantage has made it a new model of elderly welfare services. The transition from institutional caring to community caring indicates a fundamental change of Chinas elderly welfare services in terms of policy objectives, governmental responsibilities, and contents as well as modes of elderly caring.

    An Analysis of the Value Orientation of Chinas Steel Industrial Layout Policies

    Steel is a strategic industry of modern industry, whose layout policies are related to the development of steel industry and influence the overall national economic status. The value orientation of policies, in particular steel industrial layout policies, is part of basic research on policy sciences and worthwhile for in-depth study. Chinas steel industrial layout policies and value orientation have salient characteristics of phase. The value orientation of steel industrial layout policies has undergone a transformation from simple efficiency and equilibrium to preferential efficiency, and finally to sustainable development. Based on the evolution rules of value orientation and actual situations of steel industrial development, it is pointed out that the future value orientation of layout policies should be focused on the transformation and upgrading of steel industry.

    A Study on Equity of Health Resource Allocation in Liaoning Province

    Based on 2002—2010 Statistical Yearbooks, this paper empirically studied the inequity of health resource allocation in Liaoning Province by applying Lorentz curve, Gink coefficient and comparison from the perspectives of population, area and region. The findings showed that there is a gross surplus of medical health resources in Liaoning Province concentrated in the big cities, and there exists serious unfairness in health resource allocation between the urban and rural areas. In order to promote a fair allocation of medical health resources, it is essential that the gross health resources should be cut and controlled, the remnant health resources should be optimized and adjusted giving more priority to the rural and lower-level communities, and the unified design between the city and the countryside should be enhanced in an accelerated way.

    Research on the Rules of “Reversion of Burden Proof” in China

    The current rules for reversion of burden proof in China can be divided into four categories: reversion of negative facts, which mainly occurs in the suit of copyright infringement and denial of corporate status; reversion of positive facts, which mainly occurs in the suit of patent infringement and labor dispute; reversion of faults, which mainly applies to the situation in which the defendant is in charge or the public run a risk because the defendant benefits; and reversion of causality, which mainly happens in the suit of environmental pollution and joint dangerous torts. There are still defects in the laws for reversion of burden proof in China in that such rules should apply to the suit of stockholdersright to know, connected transactions, unjust enrichment and spontaneous agency.

    Morality is the foundation of legal operations; therefore, the enforcement of mandatory laws depends significantly on actors moral levels. For this reason, the traditional view that a mandatory law is superior to morality is debatable. As has been verified by the historical development of China and the West, morality plays an important role in legal advancement and supportability. The decline of morality in contemporary China has led to frequent legal violations and morality does not play a sufficient role in legal supportability. Traditionally, it could be attributed to the decline of morality, such as the inherent flaws of market economy, unsound law systems, insufficiency of supervision. Such reasons have their own rationality; however, they fail to become the root cause. Only by meeting the demands of human nature and directing the system construction of morality can the morality fitting and guiding the socialist economy be generated, which supposedly exerts an active and supporting effect on law enforcement.

    The rise on educational consumption has become an important sign of Chinas economic and social development. Currently Chinese peoples investment in educational consumption is gaining more and more social identity; however, various potential crises do hide against Chinese peoples high social identity of educational consumption. Aimed at the actual situations of Chinas social identity of educational consumption, this paper first explores the important role Chinese peoples psychological behaviors play in Chinas economic development and social harmony from social, psychological and cultural perspectives, and then attempts to evaluate the rational and moderate development trend of Chinas educational consumption. Guiding Chinese people in formulating the concept of rational and moderate educational consumption could contribute favorably to the cultivation of talents and the healthy, harmonious as well as sustainable development of society.

    Poor humanistic management and unsound incentive mechanisms in many Chinese universities have led to less motivation to work among teachers. Based on Kurt Lewins Field Theory, this paper analyzes the principles and characteristics of teachers dynamic field, explores the current insufficiency of career motivation and its contributing factors, and puts forth the following measures accordingly: enhancing the mutual communication between universities and their staff, setting reasonable goals for teacher development, advocating win-win policies of career development, integrating material rewards with spiritual encouragement, as well as establishing individualized incentive mechanisms. The purpose is, on one hand, to improve the overall incentive level of Chinese universities, and on the other hand, to encourage teachers to be fully devoted to their teaching.

    A Pragmatic Analysis of Reformulation in English Utterances

    Reformulation is a common phenomenon in verbal communication. Immediately after speakers (or writers) provide certain information in on way, they go on to put it in another. As one type of discourse strategy, reformulation is used primarily to activate hearers (or readers) to supply more or specific contextual assumptions, thus facilitating their understanding of what is intended to be communicated. Reformulation is pragmatically rhetorical due to its communication of additional effects and its pursuit of optimal relevance. In addition, the frequently used reformulation markers, which signal the interpretive resemblance between the reformulated and the reformulating utterances, can guide hearers (or readers) in search of relevance, thus reducing the effort required to understand the utterances involved.

    “Language game” is the core of Wittgensteins later philosophy. Falling back upon everyday language to give classic explanations for language meaning, he not only overthrows the traditional metaphysical views of language philosophy, but also provides a theoretical foundation for the philosophization of rhetoric. Wittgensteins elaboration on meaning in contexts, purposes and rules of language, forms of life in “language game” embodies and motivates the development of contemporary rhetoric. Based on an analysis of three features in “language game”, this paper expounds the philosophy of rhetoric in “language game” in terms of epistemology, ontology and methodology.
