An Analysis of the Three Values of Crop Transgenic Technology
    LUO Lingling, WANG Gang
    2012, 14 (5):  377-381.  DOI: -
    Abstract ( 360 )   HTML   PDF (698KB) ( 1271 )
Based on an analysis of the three values of crop transgenic technology, its instrumental value might be manifested in three aspects—efficiency, benefit seeking and some progressiveness in environmental protection. From the perspective of its ecological value, the ecological balance could be broken owing to the pursuit of local value for efficiency and isolated value for profit seeking. Moreover, the risk of violating the species boundaries likely results in new environmental troubles. An analysis of its social value leads us to such issues as interest conflicts between Chinese enterprises and foreign enterprises and food safety. It can be concluded that a national development strategy of crop transgenic technology should be built upon a combination of the instrumental value, ecological value and social value of technology.

Intrinsic Values of Ecological Innovation of Engineering Choice
    WU Zhe
    2012, 14 (5):  382-387.  DOI: -
    Abstract ( 345 )   HTML   PDF (701KB) ( 742 )
The evolutionary theories of engineering held that modern industrial civilization is completing its transition to ecological civilization. Compared with the traditional engineering choice, the new engineering choice is bound to break the set patterns and bring about innovations, which necessarily contain the intrinsic value changes of engineering choice. From the ecological perspective, the most important innovation is the one of value orientation; that is, attention is paid not only to new technologies but also to new attitudes, which require us to be fully aware that engineering choice is guided by intrinsic values, to break out of the socalled set pattern of “nature conquest”, to resist the materialistic values, to include ecological resource consumption into the future engineering costs, to strike a balance between engineering implementation and engineering loading, and finally to explore the new driving types of engineering in the future ecological civilization.

An Analysis of Logical and Disciplinary Approaches of STS Research in Soviet Russia
    WEI Yudong
    2012, 14 (5):  388-392.  DOI: -
    Abstract ( 374 )   HTML   PDF (698KB) ( 1049 )
From a logical perspective, the development of STS discipline can be divided into three stages, i.e., multidisciplinary, interdisciplinary and hyperdisciplinary phases. After an analysis of the contents and paradigms of the multidisciplinary, interdisciplinary and hyperdisciplinary stages, this paper finds that STS research in Soviet Russia is shifting from approaches of scienology and technicism to those of science and technology, and thus provides the following points of view: It is not logically practical to integrate science and technology into the approaches of STS with the mere scientology; instead, STS research should follow the quarternary theory concerning science, technology, engineering and industry. It is of great significance to correctly understand the dominant ideology and its relationship with the academic research and constantly develop Karl Marxs philosophical system to meet the needs of social development. Only by doing so could such a phenomenon not happen again that in Soviet Russia the attitude toward Marxism philosophy has changed from the “absolute truth” to the “whole wrong”.

On the Dual Dimensions and Harmony of Xu Guangqis Economic Ethics
    CHEN Xiaoli, WANG Ziyan
    2012, 14 (5):  393-398.  DOI: -
    Abstract ( 315 )   HTML   PDF (708KB) ( 1168 )
The Middle and Late Ming Dynasty witnessed a dramatic transformation of Chinas smallscale peasant economy, leading to the corresponding changes of such economic concepts as wealth, commercial morality and profiting with principle. Xu Guangqi, living in the very period of feudal rule, on the one hand advocated settling value disruption and anomic behaviors in the economic field by applying such orthodox Confucian moral ethics as righteousness and justice. On the other hand, he abandoned the former generations shame on utilitarian thoughts and started to attach importance to the national wealth and the peoples daily livelihood. As a result, his economic ethics were represented in the dual dimensions of both moralism and utilitarianism, which helped to achieve harmony and unity on the basis of his core concept of “pragmatism” and ideological trait of “flexible expediency”.

Empirical Analysis of the Role Between China Financial Resources Allocation and Its Economic Growth
TIAN Shuxi, YUN Xiaofang, WANG Yi
    2012, 14 (5):  399-405.  DOI: -
    Abstract ( 259 )   HTML   PDF (757KB) ( 1339 )
The empirical analysis was implemented with the linear regression model under classical assumptions and VAR model of the time series. The result of empirical analysis shows that the allocation of Chinese financial resource has been upgrading the “quantity” of its economic growth rather than improving the “quality”, furthermore, with the constraints change of Chinas economic growth, the problems of Chinas financial resources allocation, such as structural disequilibrium and “twotrack” price, which originated in government monopoly, became more and more prominent. As a result, the marginal output of China financial resources began to decline. Therefore, the effective system arrangements should be carried out to transfer financial rent from government sectors to private sectors, which can really incite financial innovation and technological progress. The ultimate policy objective is to implement marketoriented allocation of Chinas financial resources and enhance its total factor productivity.

    Abstract ( 589 )   HTML   PDF (728KB) ( 2052 )
Social capital is a key factor for enterprises to gain competitive advantages. Based on the social capital theory and a questionnaire, this paper empirically studies the ways how corporate social capital impacts innovation performance through knowledge transfer. The findings indicate that the structure dimension, the relation dimension and the cognitive dimension of corporate social capital have a significant impact on enterprise knowledge transfer and innovation performance, with knowledge transfer playing an intermediary role in the relationship between corporate social capital and innovation performance. Therefore, enterprises should establish, maintain and make use of social capital in order to promote the mutual transfer of knowledge and technological resources thereby enhancing innovation and performance.

Carbon Politics Under Liberalism and Limitations of Justice
    BAI Chunyu
    2012, 14 (5):  422-426.  DOI: -
    Abstract ( 336 )   HTML   PDF (695KB) ( 1375 )
This paper, focusing on liberalism and justice, mainly discussed the historical limitations and profit-driven nature of carbon politics, which operates on climate agreements. Based on the external characteristics of greenhouse gas emission, the governance of international anarchy and the constraint of national limited rational behaviors, the paper elaborated on the necessity and good visions of establishing a cooperative mechanism of carbon politics. However, the deprivation of modern rules on carbon politics suggested the capital and interest demands of climate change politics, and carbon politics in the name of climate distribution justice was represented by the effectiveness of technological ownership and market share. Therefore, the current global environmental governance system mainly speaks for the interests and ideologies of the developed countries and the very requests from the environment itself have been referred back.

Although government affairs microblogs are at their early development stage, the main features, underlying logics and mechanisms have manifested themselves. As the main participants of government affairs microblogs, the government, business operators and general users adopt different behavioral strategies, indicative of varied supporting mechanisms. For the governance transformation at its critical period, the development of government affairs microblogs on the one hand enhances the governments ruling resilience; on the other hand it challenges the current governance structure as well. To a certain degree, the development of government affairs microblogs provides a new channel for the mutualdiscipline between the government and the common people.

Genetic Resources: from Biopiracy to Fair Access and Benefit SharingA Legislative Perspective
    GU Haibo, SUI Jun
    2012, 14 (5):  443-448.  DOI: -
    Abstract ( 380 )   HTML   PDF (701KB) ( 1710 )
Biopiracy is harmful to the countries and owners of genetic resources, and goes against the protection of biological diversity. To avoid biopiracy, the relevant international conventions have established the principles of access and benefit sharing of genetic resources. It is great progress; however, detailed plans and specified enforcement mechanisms are still to be developed. The key to improving the relevant international legislation is to make the principles of access and benefit sharing of genetic resources enforceable. For this purpose, countries of abundant genetic resources have been dealing with this issue and made great efforts in their domestic legislation. China, one of such countries, is supposed to attain the goal via special legislation of access and benefit sharing of genetic resources, and duly modify the domestic laws and regulations of biological resources protection by fairly and reasonably supplementing or adding special clauses of access and benefit sharing in unison with different characteristics of biological resources.

A Discussion on the Settlement of Outstanding Contracts in Bankruptcy
    WANG Xin, QI Ming
    2012, 14 (5):  449-454.  DOI: -
    Abstract ( 311 )   HTML   PDF (701KB) ( 1153 )
An outstanding contract in itself has economic values and forms an important part of bankruptcy property. How to deal with outstanding contracts in bankruptcy not only determines the value maintenance and increase of bankruptcy property, but also greatly impacts the relevant parties of the contract outside bankruptcy. For the sake of protecting creditors overall interests, specific rules and regulations of rescinding, bearing and transferring outstanding contracts are laid down, which reveals the pragmatic characteristics of bankruptcy law and the essence of bankruptcy property. However, there still exist some problems in the outstanding contracts of Chinas bankruptcy law such as poor supervision and deficiency of the implementation standards for right of cancellation. Thus, rules for business judgment and overall contract bearing should be established and exclusive clauses to outstanding contracts should be formulated in Chinas bankruptcy law.
