Philosophical Bases of Scientific Culture in the Birth of Modern Science
    LI Hong-wei
    2013, 15 (5):  441-445.  DOI: -
    Abstract ( 380 )   HTML   PDF (853KB) ( 1663 )
To explore the birth of modern science, it is important to look for the “outer” social causes, but it is even more important to go back to the “inner” to study the philosophical bases of scientific culture. The birth of modern science is not a child born of only one dominant philosophy of scientific culture, but of the interaction and coexistence of different philosophies of scientific culture. The pursuit of rationality in Aristotles philosophy, the mysterious inspiration of Neo-Platonism and the thought of disenchantment in mechanism have built up the philosophical foundation of scientific culture for the birth of modern science. Different from the systematization of history of thought or history of philosophy, philosophy of scientific culture tends to expresses many-sided pursuit and tolerance of culture. Therefore, it may be closer to the truth of history and turns out to be an effective way for us to understand science.

Technological Practice: Philosophical Perspective and Its Evolution
    YU Chun-ling, YAN Cong-hai
    2013, 15 (5):  446-452.  DOI: -
    Abstract ( 337 )   HTML   PDF (883KB) ( 573 )
Traditional philosophy represented by Aristotle equals practice to moral practice. As a result, technological practice is excluded from human beings practical activities. Although Kant clearly distinguishes technological practice from moral practice and reveals that they follow some universal rules, he eventually fails to unify the two. Hegel analyzes human beings entire practice by integrating moral practice and technological practice; however, he replaces mankinds perceptual practice with abstract rationality, which is still confined to the pattern of traditional philosophy. Based on the humans realistic existence, Karl Marx regards technological practice as a fundamental form of practice and affirms its basic status in human beings practical activities. Therefore, he establishes a holistic view of practice from the perspective of dialectical materialism and fulfills a real unification of technical practice and moral practice, and theory and practice.

On the Subjective Source and Reconstruction of Network Technology Alienation
SUN Tao, CHEN Hong-bing, LIU Wei
    2013, 15 (5):  453-458.  DOI: -
    Abstract ( 406 )   HTML   PDF (867KB) ( 570 )
This paper gives a definition of network technology alienation and expounds its subjective source. Trapped by network technology activities, people have lost their control over network technology and their essential attribute of being human beings. The design and application of network technology is merely directed towards efficiency and utility, and as a result, human beings, as a defective existence, have gradually lost their subjective status, which is the very subjective source of network technology alienation. In order to reconstruct their subjective status and eliminate network-technology alienation, human beings should transform from subjectivity to intersubjectivity, follow the relevant network ethics and make it their own code of conduct.

Science and the Mankinds DwellingBased on the Meditation of History of Science
    QI Wen-tao, YAN Huo-qi
    2013, 15 (5):  459-464.  DOI: -
    Abstract ( 395 )   HTML   PDF (866KB) ( 489 )
Distincted from western modern science, ancient Chinese science has its own forms and connotations. Western modern science does not include men, pays little attention to men, and fails to provide the value standards for human acts. It is so away from the life-world that the mankind has become “homeless”. In contrast, ancient Chinese science includes men, pays attention to men, and establishes the codes of conduct so that men could live harmoniously with the nature. It follows the original and true lifestyle so that men could live a simple household life. In a word, western modern science is focused on matters while ancient Chinese science gives priority to the care of men.

Missing Function of Price Discovery in Chinas Stock MarketBased on the Empirical Evidence of SSE 50 Index
    SONG Yu-chen, JI Yu
    2013, 15 (5):  465-470.  DOI: -
    Abstract ( 386 )   HTML   PDF (874KB) ( 685 )
Price discovery is a basic function of stock market. By adopting the mean reversion theory and STAR model, this study, based on the monthly data from January 2004 to December 2012, carries an empirical research to explore the price discovery function of the most representative SSE 50 Index. The results show that SSE 50 Index takes on a significant trend in the sample interval rather than the feature of mean reversion, and it lacks the basic function of price discovery. Thus, it can be concluded that the price discovery function of Chinas stock market does not operate well. Finally, the paper puts forward some countermeasures such as accelerating IPO market-oriented pricing and separating listing from issuing.

An Empirical Study on the Effective Demand of Policy-oriented Agricultural InsuranceBased on the Rural Household Survey Data in Liaoning Province
    NIE Rong, WANG Xin-lan , YAN Yu-guang
    2013, 15 (5):  471-477.  DOI: -
    Abstract ( 321 )   HTML   PDF (898KB) ( 575 )
Based on the theory of agricultural insurance demand, this study applies the binary logistic model to conduct an empirical analysis and test of the rural household survey data in Liaoning Province. From such new perspectives as household economic conditions, farming conditions and risk-sharing measures, the influential factors and mechanisms of effective demand for policy-oriented agricultural insurance are studied empirically. Meanwhile, such factors as farmers individual characteristics and their understanding of agricultural insurance are taken into account. The results show that health insurance, endowment insurance and revenue exert a negative impact on policy-oriented agricultural insurance, whereas government assistance, household assets, insurance cognition, level of education and other factors exert a positive impact on policy-oriented agricultural insurance.

Governments Incentive Guidance in Technological InnovationFrom the Principal-agent Perspective
    QI Xiao-dong, LI Zhao-you
    2013, 15 (5):  478-483.  DOI: -
    Abstract ( 378 )   HTML   PDF (879KB) ( 516 )
Divided by whether environmental quality and resources utilization rate could be enhanced, enterprises are facing two developmental directions, which are traditional technological innovation (TTI) and green technological innovation (GTI). There exists a principal-agent relationship between government and enterprises in encouraging and guiding technological innovation. Based on the multitask principal-agent models proposed by Eugene Silberberg, the governments incentive contract assumption is formulated and the models are given a static analysis. Then, four suggestions are made about the governments incentives of green technological innovation, i.e., the government should make clear of its “green goal” in the incentive guidance of technological innovation, promote green technological innovation periodically, focus on enterprises pilot work on green technological innovation and establish a guarantee mechanism for green technological innovation.

Research on Estimating the Social Service Abilities of Colleges and Universities
ZHANG Lei, XIE Xiang, ZHU Jia-xin
    2013, 15 (5):  484-488.  DOI: -
    Abstract ( 645 )   HTML   PDF (896KB) ( 583 )
To solve the problems of estimating the social service abilities of colleges and universities, an estimating index system has been established, which can be divided into two main aspects—social service work and service ability cultivation of colleges and universities, and further subdivided into 19 evaluating indexes. In light of the different attributes of the evaluating indexes, the evaluation information available can be categorized into values, interval numbers and language phrases, based on which a comprehensive approach of estimating the social service abilities of colleges and universities has been proposed. Finally, an example is taken to illustrate its validity and practicality.

    2013, 15 (5):  489-494.  DOI: -
    Abstract ( 469 )   HTML   PDF (869KB) ( 531 )
The overflow benefits and cross-border relationship of public products and the growth of public demands have made it necessary and possible for local governments to cooperate collaboratively. As a regional community belonging to the same province, there exist some problems impacting the cooperation in Shandong Peninsula Agglomeration such as shortage of spontaneous cooperation, disorderly competition, lack of in-depth interaction and deficiency in long-term cooperation mechanism. These are mainly due to prisoners dilemma and hitchhiking psychology, narrow local protectionism, different levels of economic development and lack of institutional security mechanism. In order to promote the realization of public service equalization, local governments should change the mindset of adversarial competition, adopt the mode of cooperative competition and make clear of the role of government in the process of supplying public services.

Errors in Official Responses to Anti-corruption Through Internet and Their Corrections
    LI Guo-qing, YANG Ying
    2013, 15 (5):  506-510.  DOI: -
    Abstract ( 300 )   HTML   PDF (853KB) ( 428 )
Anti-corruption through internet has become an important part of Chinas fight against corruption and effective official responses are of great significance to correctly guiding public opinions on the internet, strengthening the credibility of government and maintaining social stability. However, in practice, there exist many problems in official responses to anti-corruption through Internet such as concealing facts, slighting over netizens, delaying cases, responding blindly to cases, failing to respond and so on. To correct such errors in anti-corruption through internet, the official responsibility for information verification and response of network anti-corruption should be firstly defined. Secondly, a network information monitoring system with the discipline inspection and supervision organs at all levels as its center should be established. Finally, the government should follow the principles of accuracy, timeliness, consistency and dynamics in responding to anti-corruption through internet.

On the Legal Portion System in the Succession by Testament
    LUO Dong-sheng, LIU Yao-dong
    2013, 15 (5):  517-523.  DOI: -
    Abstract ( 315 )   HTML   PDF (882KB) ( 914 )
The legal portion system is a product that balances the conflicts between prohibition of heritage disposal and freedom of testament, and between individual freedom and social public interests. In nature, legal portion belongs to a special right of inheritance, which a legal heir is entitled to after the opening of succession. The statutory share in the inheritance law of PRC is not legal portion by nature, which has drawn lessons from the corresponding systems of the former Soviet Union and many other socialist countries. Although the statutory share limits to some extent a testators freedom of property disposal, its main function is to give full play to the household old-age and child care, and to reduce the social burden rather than to restrict testamentary freedom. In Chinas future civil code, a parallel double-track mode of statutory share in testament inheritance and legal portion in legacy should be formulated.

Problems and Countermeasures of State-owned Land Rent SystemBased on the 17 Provincial and City Local Legislations
    LI Yan
    2013, 15 (5):  524-529.  DOI: -
    Abstract ( 398 )   HTML   PDF (868KB) ( 477 )
Nowadays, the legislative standards for Chinas state-owned land annual rent are too simple, the rent adjustment conditions are confined to regular review, the rent adjustment procedure is deficient, the rent reduction and exemption system has not been fully established, and the liability for breaching rent payment duties goes between administrative responsibility and civil responsibility. All these problems have seriously affected the functioning of the state-owned land rent system. Therefore, it is essential that land reduction rate should be adopted as part of the legislative standards, the rent adjustment system involving regular review and legal reasoning should be established, the rent adjustment procedure should be set up, the rent reduction and exemption system should be improved, and the liability for breaching rent payment duties should be defined as civil responsibility.

Althusser and the Integrity of Marxism: Defense, Dismemberment and Enlightenment
    LIU Ming-ming
    2013, 15 (5):  530-534.  DOI: -
    Abstract ( 396 )   HTML   PDF (853KB) ( 499 )
Defending the integrity of Marxism, Althusser reveals that the analytico-teleological theory dismembers the whole Marx by reducing the entirety to its elements and ruling its components with the secret tribunal of history and regards the history of the development of Marxism as a process of self-development. Opposing the analytico-teleological theory, Althusser establishes three scientific principles of reading Marxism, who holds that the development of Marxism should be regarded as a change of the problematic. However, Althusser holds that Young Marx is not scientific Marxism and should break away from the whole Marx, which puts him into the abyss of dismembering Marxism. No matter whether defense or dismemberment is made, it helps to further understand and grasp the integrity of Marxism.

Comprehension Mechanism of Simile and Metaphor: A Google Search Study
    GUO Ai-ping
    2013, 15 (5):  541-545.  DOI: -
    Abstract ( 373 )   HTML   PDF (860KB) ( 625 )
There has been a heated debate on the differences between simile and metaphor. Such dominant theories as comparison and categorization hold that the two do not have any difference in that they are involved in the same comprehension mechanism. To support the idea that simile and metaphor are distinct, the present study first selected 50 pairs of terms from four psycholinguistic papers by google search with linking topics and vehicles of simile (A is like B) and metaphor (A is B), and then explored how the two forms are used in real contexts so as to understand their differences in comprehension mechanism. The results showed that similes are more likely to be accompanied by explanations, i.e., they have grounds (81%), whereas metaphors are less likely to give explanations, i.e., they do not have grounds (67%). This means that simile is understood as an assertion of resemblance and metaphor as an assertion of categoricity.

“Mirror of Others”An Analysis of Elisabeth von Heykings Epistolary Novel Letters He Hasnt Received
    ZHANG Yi
    2013, 15 (5):  546-550.  DOI: -
    Abstract ( 459 )   HTML   PDF (854KB) ( 491 )
Letters He Hasnt Received is a famous epistolary novel written by Elisabeth von Heyking, an important female writer in the early 20th century in Germany. The novel written from a westerners perspective and in a western narrative style tells about China in the eve of the Boxer Rebellion, which unfolds to some extent the Zeitgeist of the time, and the author, originally influenced by the imperialistic colonial thinking, has completed her own ideological upheaval in the process of writing the novel. This novel criticizes profoundly the nature of imperialism and colonialism, breaks the way of thinking of Orientalism which was built up with the discourse of Eurocentrialism and colonialism and provides the Chinese readers with a “mirror of others” for a better understanding of their own history.
