Study on the Measurement, Regional Disparities, and Driving Factors of the Level of New Quality Productive Forces in Agriculture
Guanghui ZHANG, Yin DENG, Aoao SHI
    2026, 28 (2):  1-12.  DOI: 10.15936/j.cnki.1008-3758.2026.02.001
    Abstract ( 6 )   HTML ( 1)   PDF (1069KB) ( 4 )

Accelerating the development of new quality productive forces in agriculture is an inherent requirement and important focus for promoting high-quality agricultural development. Based on the connotations of new quality productive forces in agriculture, an evaluation index system is constructed from four dimensions, the index of new quality productive forces in agriculture of 282 cities from 2012 to 2022 are measured using the fixed-base range entropy weight method, and the regional differences and driving factors are explored by combining the Dagum Gini coefficient and the optimal parameter geographical detector method. The results show that China’s new quality productive forces in agriculture have been continuously improving but remain at a relatively low overall level, with insufficient capacity for agricultural scientific and technological innovation. Grain main sales regions lead other regions in development level. More than 70% of cities have seen significant improvements in their new quality productive forces in agriculture, showing a “core-periphery” spatial distribution pattern. The Gini coefficient of the level of new quality productive forces in agriculture shows an upward trend, and intra-regional differences are the main source. Government-market factors, socio-economic factors, and factor endowment factors are important driving forces for the development of new quality productive forces in agriculture, while natural and climatic factors enhance the effect through interaction.

Empowering the Protection and Utilization of Black Soil with New Quality Productive Forces in Agriculture: Basic Logic, Value Implication and Path Selection
Jia GAO, Yu YANG, Zhengjia LIU
    2026, 28 (2):  13-21.  DOI: 10.15936/j.cnki.1008-3758.2026.02.002
    Abstract ( 4 )   HTML ( 1)   PDF (1110KB) ( 3 )

The protection and utilization of black soil is a necessary path to ensure national food security and promote the modernization of China’s agriculture and rural areas. At the critical juncture when agricultural development is moving towards a high-quality stage, the new quality productive forces in agriculture have become the core driving force for industrial upgrading and breaking through resource constraints. By systematically combing the evolution of black soil protection and utilization systems, analyzing the core connotations of new quality productive forces in agriculture, and explaining the economic logic, policy logic, and social logic of new quality productive forces in agriculture empowering the protection and utilization of black soil, the value advantages are clarified in ensuring national food security, innovating the traditional black soil protection and utilization paradigm, and promoting agricultural and rural modernization. Accordingly, a multi-dimensional practical path for black soil protection and utilization is proposed. In the future, it is necessary to improve the top-level design for empowering the protection and utilization of black soil with new quality productive forces in agriculture, achieve efficient coupling among new-type laborers, labor objects, and labor elements, deepen the foundation of green development, promote the transformation of agricultural science and technology, and provide stronger support for the protection and utilization of black soil.

Dynamic Extension, Risk Evolution and Governance Scheme of Brain-Computer Interface Technology Application
    Wenyu WANG
    2026, 28 (2):  22-32.  DOI: 10.15936/j.cnki.1008-3758.2026.02.003
    Abstract ( 5 )   HTML ( 1)   PDF (623KB) ( 4 )

At present, the application of brain-computer interface technology has shown a trend of continuous extension and expansion from treatment to enhancement, the information flow has expanded from “brain to computer” to “computer to brain”, and the application mode has also shown a trend of invasive re-emergence. The risk has also expanded or turned: the purpose of enhancement has the risk of creating new inequality, the information flow from machine to brain poses the problem of endangering human autonomy, and the way of invading human brain has the crisis of risk dispersion. Therefore, first of all, the brain-computer interface should be deconstructed and the governance focus should be arranged according to the risk characteristics and approach orientation of different technologies. Secondly, according to the diachronic order of technology (policy)-ethics-law, the power of risk regulation is allocated step by step. Finally, by establishing a dynamic consent mechanism, strengthening the follow-up review mechanism and clarifying the responsibility allocation system, the full-cycle regulation of brain-computer interface application can be realized.

On Autonomy in Moral Enhancement and Its Ethical Analysis from the Perspective of Perfectionism
    Yucen WENG, Lun LI
    2026, 28 (2):  33-40.  DOI: 10.15936/j.cnki.1008-3758.2026.02.004
    Abstract ( 5 )   HTML ( 1)   PDF (599KB) ( 4 )

Criticisms on the autonomy in moral enhancement have long taken as their main stance the lack of freedom of choice and authenticity of individual moral choices in the face of technological interventions, as opposed to the utilitarianism’s emphasis on the social well-being of the outcomes of moral behavior. Discussions on autonomy in the context of perfectionism break away from the individualistic tone and take a position of “relational account of autonomy” to clarify the importance, dimensions, and limits of societal intervention in individual morality. However, while a form of coerction exercised in the name of “good” may hold significant value for the development of autonomy, it doesn’t suffice to justify and necessitate the use of biomedical technologies to enhance morality. To prevent the human society from falling into the “Lord of the Rings” dilemma of technological governance, it is important to uphold the subjectivity of human beings and seek ways to refine the traditional “moral enhancement” under the guidance of contemporary perfectionism.

Is the Metaverse an Extension of the Mind?Conjectures and Refutations on the Extended Cognition of the Metaverse Based on HoloFoldit
    Wei ZHAO
    2026, 28 (2):  41-48.  DOI: 10.15936/j.cnki.1008-3758.2026.02.005
    Abstract ( 5 )   HTML ( 1)   PDF (537KB) ( 4 )

The rise of the metaverse as the next-generation Internet has sparked discussions on extended cognition in the metaverse. Currently, mechanism theory has emerged as a new approach to explaining extended cognition. From the perspective of mechanism theory, extended cognition must meet three key mechanism explanation standards, namely, the cognitive state issue, the constitutive relevance issue, and the cognitive ownership issue. The HoloFoldit case is regarded as an emerging philosophical interest in the metaverse, and Paul Smart argues that it is a form of extended cognition that meets the three standards of extended cognition. Although the three mechanism standards of this claim have been directly questioned, and it has been pointed out that the HoloFoldit case does not have sufficient differences compared to the frequently discussed low-tech extended cognition cases, Smart believes that HoloFoldit represents a form of holographic extended cognition that is distinct from low-tech extended cognition cases. Overall, Smart’s work lays the foundation for further research on how emerging mixed reality applications can promote new forms of extended cognition.

How Does Digital Capability Drive Digital Native Enterprises to Achieve Digital Product Innovation: From the Perspective of Data Value Realization
Lianju NING, Qifang GAO, Jingtao LIU
    2026, 28 (2):  49-61.  DOI: 10.15936/j.cnki.1008-3758.2026.02.006
    Abstract ( 6 )   HTML ( 2)   PDF (731KB) ( 4 )

Data has emerged as a novel factor crucial for the innovative development of enterprises, presenting both new opportunities and challenges for digital product innovation. Drawing upon the data value chain and the theory of big data cooperation assets, relevant data from 322 digital-native enterprises were gathered regarding their digital product innovation initiatives in order to explore the pathways through which key data-related variables influence digital product innovation and to analyze the mediating effects in the realization of data value. The findings indicated that digital capability plays a driving role in enabling enterprises to effectively utilize the value of data elements for achieving digital product innovation. Moreover, the variables of data insight and data scenario-based application exert a chained mediating effect during the process by which digital capability drives digital product innovation. Through further analysis in accordance with the co-creative nature of digital product innovation, it was discovered that the interaction between enterprises and users, acting as a moderating variable, enhances the mediating effects of data insight and data scenario-based application. These findings not only contribute to the further development of the data value chain theory and the theory of big data cooperation assets but also provide theoretical guidance for the digital product innovation practices of digital-native enterprises.

Paying for Peace of Mind: Healthcare Consumption and Residents’ Mental Health Based on a Moderated Mediation Model
Qifeng MA, Tianxin CAI, Renyao ZHONG
    2026, 28 (2):  62-72.  DOI: 10.15936/j.cnki.1008-3758.2026.02.007
    Abstract ( 5 )   HTML ( 1)   PDF (746KB) ( 3 )

With the advancement of the Healthy China Initiative and the increasing health awareness among residents, healthcare consumption has become a focus of growing attention in society. Based on the data from five waves of the China Health and Retirement Longitudinal Study (CHARLS) from 2011 to 2020, the impact of healthcare consumption on residents’ mental health status and its underlying mechanisms are explored. The findings indicate that healthcare consumption has a significant alleviating effect on residents’ depressive symptoms, and this result remains robust after various tests. The primary pathway through which healthcare consumption reduces depressive symptoms is by improving residents’ subjective health, while objective health does not mediate the relationship. Men tend to experience more subjective health improvements through healthcare consumption, while women are more likely to see improvements in depressive symptoms through enhanced subjective health. Additionally, education strengthens the positive impact of healthcare consumption on residents’ subjective health. Based on these findings, in order to enhance the positive role of healthcare consumption in alleviating depressive symptoms, efforts should be made to clarify the main position of government departments, mobilize the enthusiasm of market enterprises, and further improve residents’ health awareness and health literacy.

Research on the Impact of Platform Functional Affordances on Users’ Donation Intentions: Empirical Analysis Based on Tencent Charity Platform
    Jian LI, Min YANG
    2026, 28 (2):  73-84.  DOI: 10.15936/j.cnki.1008-3758.2026.02.008
    Abstract ( 3 )   HTML ( 1)   PDF (1046KB) ( 5 )

Internet fundraising platforms are becoming the key infrastructure of Internet philanthropy. However, existing research has not paid enough attention to the technical functions and interaction design of platforms. Based on the complex behavior theory, the Tencent Charity platform is used as the research subject and Partial Least Squares Structural Equation Modeling (PLS-SEM) is applied to analyze how the platform’s affordances influence users’ donation intentions. The results show that the platform’s affordances significantly enhance the connection and trust between users and charitable organizations, stimulating users’ positive emotional responses and donation intentions. Emotional perception, motivation, and user trust play mediating roles between platform affordances and donation intentions, and there are significant interaction effects among the three. The research deepens the understanding of the mechanism of the Internet platform donation willingness, and provides theoretical support and practical enlightenment for the promotion strategy of Internet fundraising and the functional design of the Internet fundraising platform.

On the Practice and Operating Mechanism of Urban Community Deliberative Consultation: From the Perspective of Actor-Network Theory
    Rui SUN, Yaru ZHANG
    2026, 28 (2):  85-95.  DOI: 10.15936/j.cnki.1008-3758.2026.02.009
    Abstract ( 5 )   HTML ( 1)   PDF (1275KB) ( 3 )

Urban community deliberative consultation, as a pivotal form of grassroots governance in China, stands as a vivid embodiment of consultative democracy with Chinese characteristics at the grassroots level and a concrete response to advancing the modernization of grassroots governance during the 15th Five-Year Plan Period. Drawing on the actor-network theory, a comprehensive analytical framework is constructed tailored to interpreting the operational mechanism of urban community deliberative consultation in China, and an empirical investigation is conducted with Community Z in City B as the case study. The actor-network of urban community deliberative consultation achieves close connections and dynamic interactions among its members through two mechanisms: “external integration” and “endogenous interaction”. At the external integration level, the network employs “goal incentive mechanism”, “decision coordination mechanism”, and “joint restraint mechanism” to effectively link government services with community needs, while at the endogenous interaction level, the network promotes the development of public spirit among its members through “learning and innovation mechanism”, “responsibility cultivation mechanism”, and “value co-creation mechanism”, forming a deep driving force for the development of deliberative consultation. Due to the continuous maintenance of residents’ basic rights by the urban community deliberative consultation system, it has fully leveraged the institutional advantages of whole-process people’s democracy.

Mechanisms and Modes of Policy Pilot Promotion: An In-depth Exploratory Analysis Grounded in Centrally-promoted Environmental Policy Pilots
    Xiaomin ZHENG, Zhaoyou LI
    2026, 28 (2):  96-107.  DOI: 10.15936/j.cnki.1008-3758.2026.02.010
    Abstract ( 6 )   HTML ( 2)   PDF (757KB) ( 2 )

Policy pilot promotion is essential for understanding policy innovation and process in China. To further uncover the mechanisms behind policy pilot promotion and explore the principles underlying effective promotion, a theoretical framework for pilot promotion was established using the centrally-promoted environmental policy pilots as a case study, employing a grounded theory approach. The analysis revealed that the interplay between central vertical authority intervention and local horizontal innovation integration is the core axis throughout the entire life cycle of policy pilot initiation and promotion. Performance output and innovation risk, acting as positive and negative driving forces respectively, determine the level of innovation willingness among local governments. The strategic interaction between central process pressure and local innovation initiatives plays a significant role in the roll out of pilot programs. Based on the strength matching between these two factors, the pilot promotion modes can be categorized into four types: momentum-building, trend-following, momentum-driven, and momentum-leading, each exhibiting unique connotations and logical structures.

Application Deviation and Correction of “Directly Receiving a Financial Benefit ” Clause in Internet Copyright Law
    Jingchen ZHANG
    2026, 28 (2):  108-116.  DOI: 10.15936/j.cnki.1008-3758.2026.02.011
    Abstract ( 7 )   HTML ( 1)   PDF (618KB) ( 3 )

The “directly receiving a financial benefit” clause, based on the theory of retributive justice, possesses an independent legal status within the normative system of duty of care and inherently adheres to the doctrine of fault liability. However, the lack of guidance in the normative substance has led to significant deviations in its judicial application. Courts have not only used this clause to break through the safe harbor rules, effectively imposing copyright review obligations through the “higher duty of care”, but have also required internet service providers to bear indirect infringement vicarious liability under the no-fault liability doctrine. From a local perspective, the application logic of this clause urgently needs correction, and its scope for application must be narrowly construed. Determination of fault should be based on the “direct profit-making conduct” that satisfies the requirements of informational proximity, rather than the “direct profit-making outcome” required by the American model of vicarious liability. To achieve retributive justice, internet service providers may be required to implement reasonable measures to prevent infringement, with economic costs commensurate to the “amount of direct profit”, rather than imposing copyright review obligations. This approach would scientifically activate the intended normative function of the “directly receiving a financial benefit” clause.

On the Shaping of Cross-border Regulatory Models for Financial Data under the Background of FTAs Localization in China
    Shangqi MA, Yong WANG
    2026, 28 (2):  117-126.  DOI: 10.15936/j.cnki.1008-3758.2026.02.012
    Abstract ( 3 )   HTML ( 1)   PDF (630KB) ( 2 )

Due to the differences in core positions of contracting parties and weak cooperation foundations, the cross-border regulatory rules for financial data in the free trade agreements signed by China are not sound, and there are three major difficulties in the localization process in China: confusion of the concept of financial data attributes (what it is), ambiguity of cross-border classification and grading standards for financial data (what the basis is), and formalization of the legal obligations of relevant parties (how to do it). It is necessary to find solutions from the three dimensions of legislation, interpretation and implementation: in the legislative dimension, it is necessary to clearly define the specific connotations and denotations of financial data, thereby clarifying the objects and boundaries of regulation; in the interpretative dimension, it is essential to use legal interpretation methodology to anchor the standards for cross-border classification and grading of financial data, and establish corresponding cross-border regulation schemes for financial data; and in the implementable dimension, by strengthening the implementation of responsibilities, relevant parties are forced to fulfill their legal obligations in accordance with the laws to ensure the implementation of relevant regulatory rules.

On the Practical Mechanism of Empowering High-quality Development of Manufacturing Industry with New Quality Productive Forces
    Zhiyuan ZHANG, Mengyuan TIAN
    2026, 28 (2):  127-133.  DOI: 10.15936/j.cnki.1008-3758.2026.02.013
    Abstract ( 4 )   HTML ( 1)   PDF (593KB) ( 2 )

As an advanced form of productivity driven by technological innovation, new quality productive forces serve as a key driving force for the high-quality development of the manufacturing industry. In addressing the challenges faced by this development—such as the inadequacies in talent development mechanism, the dual internal and external pressures on technological innovation, and the lagging alignment of production factor allocation mechanisms with industrial demands. The empowerment of new quality productive forces urgently requires systematically promoting the innovation of mechanisms. Against the backdrop of further comprehensively deepening reforms, the strategic objective can be achieved by building a supportive system of high-quality talents, establishing innovation mechanisms to promote the digital and intelligent transformation of manufacturing, optimizing the resources allocation mechanism of the manufacturing industry, and fostering an integrated, systematic coordination mechanism that merges innovation, industry, capital, and talent chains.

Green Origins, Essential Characteristics, and Advance-ment Pathways of New Quality Productive Forces
    Anqi TIAN, Pei JIAO
    2026, 28 (2):  134-143.  DOI: 10.15936/j.cnki.1008-3758.2026.02.014
    Abstract ( 2 )   HTML ( 1)   PDF (632KB) ( 2 )

As a modernized and Chinese expression of Marxist productive force theory, new quality productive forces are embedded with a deep green heritage, opening up a new paradigm for the development of green productive force in contemporary China. As the existence of green productive force itself, the unique green qualities of new quality productive forces are born from the triple context of history, era and theory. From the point of view of development characteristics, new quality productive forces tend to include “greening” into the goals and structural system of the development of productive forces, and the development driving force, the development mode as well as the development direction are manifested in the “green” distinctive qualities and development trends, which represents a major transformation and green reshaping of traditional productive forces. For China, which is at a new stage of development, in order to continuously respond to the proposition of high-quality development, it is urgent to comprehensively deepen the reforms of the “greening” of production relations in line with new quality productive forces, promote the “greening” of new quality productive forces with the “trinity” of education, science and technology, and human resources in an integrated manner, focus on the construction of an ecological civilization, and continuously upgrade the level of “greening” of new quality productive forces.

A Linguistic Ethics Study of Artificial Intelligence Writing
    Dan LIU
    2026, 28 (2):  144-150.  DOI: 10.15936/j.cnki.1008-3758.2026.02.015
    Abstract ( 3 )   HTML ( 1)   PDF (644KB) ( 2 )

Artificial intelligence (AI) writing is first and foremost a linguistic issue that requires compliance with the basic moral and ethical norms of linguistic expression and public communication. In the era of Web 3.0, along with the increasing dissolution of the boundaries between human beings and machines, the lexicon and grammar of natural language are subjected to the impact of intelligent technologies, and machine writing reveals “human-like” emotional and aesthetic effects, so human beings are no longer the sole subject of writing. However, writers can focus on the new perspectives and methods provided by AI writing, reach self-reflection and introspection through “language mirroring”, facilitate multi-modal interconnection of knowledge through human-computer interaction, and carry out full-sensory experience and writing through virtual reality technology. Humans remain both the medium and the goal. The purpose of AI writing should always be to use technology as a lever, and continuously inspire self-reflection, aesthetic renewal as well as personal growth, ultimately maximizing both technological benefits and humanistic values simultaneously.

Alienated Parenting, Technological Others and Body Production in Ted Chiang’s Science Fiction
    Yingying HUANG
    2026, 28 (2):  151-158.  DOI: 10.15936/j.cnki.1008-3758.2026.02.016
    Abstract ( 3 )   HTML ( 1)   PDF (646KB) ( 2 )

The sci-fi works Dacey’s Patent Automatic Nanny and The Lifecycle of Software Objects employ narratives of “parenting with automaton” and “parenting within cyberspace” to depict parenting subjects under emotional exhaustion, thereby interrogating how utilitarian professional ethics and pervasive entertainment culture profoundly reshape parenting practices. The emergence of alienated parenting reveals the crisis of technological “others” being rendered voiceless. As human “surrogates,” automatic nannies and digital pets redefine the value systems and moral responsibilities required for embodied social interaction. These technologies expand parenting practices beyond domestic spheres while unlocking care-receivers’ physical potential. Such technologically mediated parenting essentially produces a consumable parenting experience, actively participating in the consumer society’s symbolic production, commodity circulation, and identity reconstruction. The alienated parenting scenarios amplify the historical crisis of individuals’ blind pursuit of bodily liberation and indulgent moral egoism, while simultaneously reflecting Ted Chiang’s critical stance toward mediated society and mechanistic views of the body.
