摘要/Abstract

摘要： 自20世纪90年代以来，随着新自由家长主义的兴起，美国福利政策发生了显著变化。这不仅体现在福利受理案件的显著降低和从现金资助到其他服务的转变上，贫困治理模式也发生了显著变化。从新自由家长主义治理视角切入，探讨美国福利政策改革与贫困治理模式转型的关系，分析福利改革过程中美国新的贫困治理模式形成过程，指出美国福利改革在培训福利接受者努力工作和承担个人责任方面取得了显著成功，但它也把大量的美国福利接受者抛入廉价劳动力市场，使他们处于贫穷状态。

Abstract: Microblog is a network platform of information communication and sharing， with establishing user relationships as its core. It has gained more and more popularity among the netizens due to its immediacy， interactivity， convenience and vast amounts of information. With the increase of microblog users， the microblog opinion leaders of influence and activeness take on a variety of types， who play a vital role in the network public opinion guidance and formation. With the advent of Web 3.0 era， microblog opinion leaders are characterized by such new features as strong impact， quick interaction with the audience and multifarious and disorderly information communication. In the future， microblog opinion leaders will open up new paths for network politics， become a driving force of network mobilization， and they will be more multivariate， popularized and younger in terms of the development trends.
