技术创新中的政府激励导向基于委托-代理视角

Governments Incentive Guidance in Technological InnovationFrom the Principal-agent Perspective

摘要： 以是否提高环境质量和资源利用效率为分野，企业面临着传统意义技术创新和绿色技术创新两种发展方向。在激励和引导企业发展技术创新的问题上，政府与企业之间存在着委托—代理关系。应用Eugene Silberberg等构建的多任务委托代理模型，先设定了政府激励合同假设，然后对模型进行了比较静态分析。在上述分析的基础上，提出了政府对绿色技术创新激励导向的四点实施建议，即政府应明确选择技术创新的“绿色目标”，分阶段推进绿色技术创新，重点开展绿色技术创新型企业试点工作，建立绿色技术创新的保障机制。

Abstract: Divided by whether environmental quality and resources utilization rate could be enhanced， enterprises are facing two developmental directions， which are traditional technological innovation (TTI) and green technological innovation (GTI). There exists a principal-agent relationship between government and enterprises in encouraging and guiding technological innovation. Based on the multitask principal-agent models proposed by Eugene Silberberg， the governments incentive contract assumption is formulated and the models are given a static analysis. Then， four suggestions are made about the governments incentives of green technological innovation， i.e.， the government should make clear of its “green goal” in the incentive guidance of technological innovation， promote green technological innovation periodically， focus on enterprises pilot work on green technological innovation and establish a guarantee mechanism for green technological innovation.
