Abstract: Steel is a strategic industry of modern industry， whose layout policies are related to the development of steel industry and influence the overall national economic status. The value orientation of policies， in particular steel industrial layout policies， is part of basic research on policy sciences and worthwhile for in-depth study. Chinas steel industrial layout policies and value orientation have salient characteristics of phase. The value orientation of steel industrial layout policies has undergone a transformation from simple efficiency and equilibrium to preferential efficiency， and finally to sustainable development. Based on the evolution rules of value orientation and actual situations of steel industrial development， it is pointed out that the future value orientation of layout policies should be focused on the transformation and upgrading of steel industry.
