Abstract: Divided by whether environmental quality and resources utilization rate could be enhanced, enterprises are facing two developmental directions, which are traditional technological innovation (TTI) and green technological innovation (GTI). There exists a principal-agent relationship between government and enterprises in encouraging and guiding technological innovation. Based on the multitask principal-agent models proposed by Eugene Silberberg, the governments incentive contract assumption is formulated and the models are given a static analysis. Then, four suggestions are made about the governments incentives of green technological innovation, i.e., the government should make clear of its “green goal” in the incentive guidance of technological innovation, promote green technological innovation periodically, focus on enterprises pilot work on green technological innovation and establish a guarantee mechanism for green technological innovation.
