Abstract: With the theme of “holistic governance”, 330 articles were extracted from CNKI's CSSCI and core journals from 2008 to 2018. Through the visual analysis of bibliometrics, it is found that the number of publications is increasing year by year, and attention to this continues to increase; the cooperative relationship is mostly based on the teachers and students of the same college; the research content closely follows the national macro policy, and the research theme forms two core clusters of “holistic governance” and “fragmentation”, and is supplemented by multiple small clusters such as “public service” and “cooperative governance”. Overall, the content of holistic governance research is deepening and the research boundary is expanding. However, there are still some shortcomings in the application of theoretical localization and related theoretical integration. Therefore, in order to promote the internal cooperation within the institutions, deepen the research of theoretical hot spots and difficulties, and meet the requirements of the era of big data, it is necessary to put forward the basic ways to broaden the overall governance research.

Key words: holistic governance, fragmentation, public service, cooperative governance
