Research on the Counter-cyclical Path of Moral Governance of Emerging Technologies in the Post-epidemic Era

Abstract: In view of the firm belief in developing emerging technologies and their moral hazards, counter-cyclical prudent management in moral governance is conducive to addressing systemic risks, maintaining the stability and development of emerging technologies, and enhancing the commensurability of ethical governance of science and technology. Based on the connotation and structure of uncertainty, the pro-cyclical characteristics of the moral hazards of emerging technologies are discussed and the discontinuous balance between the uncertainty and the moral hazards of emerging technologies is confirmed. Considering the dimensions and the factors influencing the counter-cyclical moral governance, and based on the rational and irrational characteristics of technological subjects, the moral adaptation path and moral emotion path of counter-cyclical regulation are put forward.
