How to Stick to the Original Intention of Service Under Great Pressure? Urban Community Workers' Public Service Motivation Structure and Formation Mechanism

Abstract: In order to explore the core problem of “how to stick to the original intention of serving the people under pressure”, the grounded theory is used to conduct an in-depth discussion on the public service motivation of 24 urban community workers. It is found that community workers' public service motivation consists of five dimensions: self-dedication, commitment to public interest, sympathy, gratitude and self-actualization. Their motivation is influenced by individual factors (organizational identity, craftsman spirit, sense of occupational gain, psychological capital) and organizational factors (transformational leadership style, community administration). All the above factors can have a direct impact on the public service motivation of community workers, while organizational factors may also have an indirect impact on the public service motivation through individual factors. Based on this, a model of formation mechanism of urban community workers' public service motivation is constructed, which not only absorbs previous research results, but also includes newly discovered categories and relations.
