Research on Policy Diffusion of Government Purchases of Home-based Care Services from the Perspective of Multiple Logics: An Event History Analysis Based on Provinces' Data of China

Abstract: Using the policy diffusion theory and introducing multiple logics, we employ event history analysis to analyze panel data from 31 provinces in China from 2010 to 2019, and examine the organizational behavior logic of the dominant role of government purchases of home-based care services in the diffusion process. It is found that the demand driven by the degree of aging is not obvious in the diffusion process of the government's purchase of home-based care services policy, but is driven by the dual logic of efficiency and legitimacy. Among them, the impacts of regional fiscal capacity, economic conditions, horizontal intergovernmental competition and early release of central administrative signals is the most significant. In addition, the relationship between the age of “the head of local government” and policy adoption is shown as a U-shape.
