Ethical Problem of Artificial Intelligence and Its Protocol Path
    YAN Kun-ru, MA Shao-qing
    2018, 20 (4):  331-336.  DOI: 10.15936/j.cnki.1008-3758.2018.04.001
    Abstract ( 721 )   HTML   PDF (829KB) ( 1243 )
Artificial intelligence plays an increasingly important role in social development, which may promote social development and human progress. Artificial intelligence has changed the human modes of production and ways of thinking, but as a disruptive technology it may bring some risks such as a widening gap between the rich and poor, and environmental pollution. The development of artificial intelligence may lead to such ethical problems as ethical responsibility conflict and social risk enlargement. Only by regulating the behaviors of intelligent machine designers and users, advocating the ethics of artificial intelligence professionals, and perfecting the laws and regulations on artificial intelligence, the security of using intelligent machines and systems can be effectively ensured so as to protect the fundamental interests of human beings and promote the healthy social development.

    LI Fei-xiang
    2018, 20 (4):  337-344.  DOI: 10.15936/j.cnki.1008-3758.2018.04.002
    Abstract ( 563 )   HTML   PDF (854KB) ( 922 )
It is under issue to what extent the spirit of craftsmanship is ethical. The profound implications of its metaphysical dimension could be dug out by trying to re-examine the spirit of craftsmanship from the perspective of the sincerity of ethics. Based on this, when the line of sight is placed on the mobile Internet (a new technology of grand vision) to analyze the spirit of the core and characteristics of craftsmanship, many refreshing views and impressive ideas could be discovered. The mobile Internet's trends of “connecting everything”, “immediate feedback”, “highlighting individual power” and “community” are calling for each individual to learn and master new knowledge and skills, update the cognitive operating system and iterate their own technical intelligence reserves in the new technological situation. Only by doing so can the great energy and creativity be generated by the spirit of craftsmanship and will the companies filled with the spirit of craftsmanship stand out. China will become a respectable and desirable country when the spirit of craftsmanship abounds.

Humphrey's Study on the Issue of “The Hard Problem” of Consciousness and the Diagnosis for It——The New Form of the Theories of Western Consciousness
    JIANG Xue-ru
    2018, 20 (4):  345-351.  DOI: 10.15936/j.cnki.1008-3758.2018.04.003
    Abstract ( 654 )   HTML   PDF (1117KB) ( 917 )
The contemporary western philosophy of mind has introduced various theories, but none of the given approaches could provide satisfied answers. Based on Humphrey's diagnosis, the key to the problem is the “problem” itself. The so-called hard problem is nothing but a bad question raised by people who are based on the first person perspective. In virtue of the evolution argument of consciousness, he points out that consciousness is the specific brain state represented by the “inner eyes” in our brain as an illusory art work. Such characteristic and innovative theory of consciousness provides a new perspective for us to solve the “hard problem”, which is one of the latest forms of the developments of contemporary theories of consciousness. However, it still has some defects.

The Spillover Effect of State-owned Investment on Private Investment ——On the Role of Foreign Investment in China
    CHEN Shou-dong, WU Ye-qiang, SUN Yan-lin
    2018, 20 (4):  351-357.  DOI: 10.15936/j.cnki.1008-3758.2018.04.004
    Abstract ( 409 )   HTML   PDF (857KB) ( 674 )
In recent years, the rapid decline in the trend of private investment and the quick expansion of the gap between the private and the state-owned investment have caused widespread concern among the whole community. From the perspective of main investment structure, the research using TVP-VAR model found that all three types of investment are strongly influenced by their own impact. The state-owned investment has a crowding-out effect on private investment in the short term, but in the long run it is a crowding-in effect. The spillover effect of foreign investment is just the opposite. The short-term crowding-out effect of state-owned investment and the weakening of confidence in private economic sectors are the important reasons for the sharp decline in private investment, which needs the introduction of predictable long-term incentives and the real improvement of the market, the legal system and the financial environment, to promote the healthy development of private investment.

    Abstract ( 459 )   HTML   PDF (878KB) ( 859 )
Clarifying the factors affecting the choice of foreign portfolio investment will not only help investors to better invest in foreign securities, but also help a country to effectively attract foreign capital.Based on the theoretical explanation of the psychic distance affecting the choice of foreign portfolio investment, the improved gravity model of foreign portfolio investment and the application of cross-country data, the paper empirically examines the influence of psychic distance and its dimensions on the two types of foreign portfolio investment, namely, foreign equity investment and foreign bond investment. The empirical results show that psychic distance or psychic distance components have a significant negative impact on the two types of foreign portfolio investment. And the degree of negative impact on foreign bond investment is stronger than the negative impact on foreign equity investment. At the same time, the quality of accounting, the efficiency of financial services and the degree of investor protection have a significant positive impact on the two types of foreign portfolio investment.

On Government Innovation from the Perspective of Process Theory
    LI Zhao-you, DONG Jian
    2018, 20 (4):  380-386.  DOI: 10.15936/j.cnki.1008-3758.2018.04.008
    Abstract ( 466 )   HTML   PDF (843KB) ( 696 )
Government innovation could be studied in the dimensions of time, space and time-space from the perspective of process theory. In the time dimension, government innovation is a dynamic cycle comprised of generation stage, implementation stage and diffusion stage, and each stage could also be divided into several specific steps. In the space dimension, government innovation is a dynamic system in which government innovators, government innovation environments and government innovation functional factors tend to congregate, associate and interact with each other. In the time-space dimension, government innovation is a journey full of mutual embedding, interweaving and symbiosis evolving between the government innovation temporal procedure and government innovation spatial elements. Highlighting the construction of feedback mechanism in the time dimension, the optimization of government innovation's ecological system in the space dimension and the synergy of government innovation journey in the time-space dimension is of great importance for the effective integration and optimization of the government innovation process.

On the Warning and Blocking of Group Events Under the Superposition Effect of WeChat Public Opinion——Based on the Case Study of the Environmental Group Events in A City
    LI Wei-quan, LIU Yan
    2018, 20 (4):  392-398.  DOI: 10.15936/j.cnki.1008-3758.2018.04.010
    Abstract ( 635 )   HTML   PDF (1115KB) ( 1623 )
The effect of WeChat public opinion on group events has become increasingly obvious, and its superposition effect has changed the transmission structure of public opinion, bringing great public opinion governance challenges to the administers. Based on an analysis of the environmental group events in A City, it was found that the group events of the WeChat platform are characterized by the superposition of communicators, the superimposition of dissemination channels and the superposition of dissemination contents. Under the influence of the multi-superposition of WeChat, the mass mobilization forces of group events tend to ferment rapidly and the outbreak process may be accelerated catalytically while the event continues to evolve and upgrade which easily leads to secondary events. The government should establish the risk prevention and control awareness of WeChat superposition effect, strengthen the legislative supervision and protection, and reinforce the blocking management of WeChat superposition effect so as to avoid the evolution and upgrading of events.

A New Discussion on the Protection of Legal Interest and Subject of the Huge Unidentified Property Crime——The Advocacy of Trust and the Certification of State Employees
    WEI Chao
    2018, 20 (4):  399-405.  DOI: 10.15936/j.cnki.1008-3758.2018.04.011
    Abstract ( 452 )   HTML   PDF (827KB) ( 809 )
The legal interest in the protection of huge unidentified property crime lies in the trust of citizens in the integrity of the state employees, and the view that the legal protection of this crime is duty integrity is plausible. This is contrary to the “Legal Truth” Theory in our litigation system. The subject of this crime is the state employee. The view that “other person engaged in public service according to law” is not the subject of the crime has fallen into the trap of “naturalistic fallacy”. Since this crime is work-related, the employee who has just entered the service only has an obligation to explain the huge amount of property acquired after his employment that exceeds legal income. In the context of non-action, the act of committing this crime is “cannot explain the source”. It is impossible to establish this crime for the state employee after leaving his position because the crime subject does not match.

“National Regulations” and Judicial Judgment Standards for Illegal Fundraising——From Relevant Theories of Administrative Offenses
    HU Yan-tao, LIU Li
    2018, 20 (4):  405-411.  DOI: 10.15936/j.cnki.1008-3758.2018.04.012
    Abstract ( 476 )   HTML   PDF (845KB) ( 1109 )
Illegal fundraising crimes include both “ndraising fraud”and other administrative offenses like “llegal deposits from the public” Focusing on “national regulations”, illegal fundraising cases can be divided into four types. The first type is legal fundraising which does not have the possibility of being considered a crime. The second type is illegal fundraising which faces administrative punishments and other consequences. The third type is illegal fundraising of administrative offences. This type of fundraising is considered “illegal” by the “national regulations” and satisfies the preconditions for illegal fundraising of administrative offences. Judicial organs can independently determine whether such fundraising behavior constitutes a crime. The fourth type is the illegal fundraising of criminal offenses which is not directly related to the “national regulations”. Internet Finance is recognized as legitimate by the “National Regulations”, namely Inclusive Financial Development Planning, and should not be considered a crime by the judiciary. "Local Regulations" and specific administrative acts of local government do not fall into the category of the “National Regulations”, and the identification of the nature of fundraising in view of the former should be censored in administrative proceedings.

Exploration of “Educational Silk Route” Cooperation Between China and Central Asia——Based on an Analysis of Four Central Asian Countries
LI Hui, Shoukat I Khattak, Amina Shaldarbekova
    2018, 20 (4):  419-426.  DOI: 10.15936/j.cnki.1008-3758.2018.04.014
    Abstract ( 637 )   HTML   PDF (865KB) ( 1504 )
Central Asian countries are currently at different stages of higher education development (Kazakhstan and Kyrgyzstan at the universal stage, Tajikistan at the mass stage and Uzbekistan at the elite stage) and have different development needs. The investments on higher education are varied and lower than the international average. Also, the cultivation of high-level talents is poorer compared to the other levels, and the enrollment in postgraduate programs varies significantly across different disciplines. To establish an “Educational Silk Route” involving these countries, China may need to address potential differences and set up multi-layer collaboration mechanisms. Given the development differences among the four countries, the cooperation with central Asian countries in postgraduate education should be expanded, the talents cooperation in such areas as energy sources, information technology, transportation, textile, tourism and agriculture should be developed, and the exploration of diversified cooperation channels for Chinese and Central Asian colleges and universities should be encouraged.

Ulysses at Bay: Functional Stylistic Analysis of Joyce's Short Story Two Gallants
    HUANG He, YU Yang-huan
    2018, 20 (4):  427-434.  DOI: 10.15936/j.cnki.1008-3758.2018.04.015
    Abstract ( 893 )   HTML   PDF (877KB) ( 1014 )
From the perspective of functional stylistics, the expansion clause complexes in James Joyce's Two Gallants were examined in terms of taxis, logico-semantic relation types and presentational sequencing. Based on an analysis of clause complex structures and a comparison of possible stylistic variations, it was found that despite a lack of the manifestation of overly complicated structures or prominent deviations, the clause complexes in this story do achieve precise effects of characterization, highlighting the nuances of the main character Lenehan's thoughts and abnormal behaviors. Therefore, Two Gallants can and should be read as the story of Lenehan, a materially and spiritually trapped Ulysses in the paralyzed city of Dublin.

An Analysis on Marxist Theory's Ethical Amendment to the View of Western Ecological Criticism
    JI Xiu-ming, CHAI Wen-jiao
    2018, 20 (4):  435-440.  DOI: 10.15936/j.cnki.1008-3758.2018.04.016
    Abstract ( 589 )   HTML   PDF (834KB) ( 823 )
Theecological criticism emerging in 20th century subverts the positioning of modernist theories to the relationship between human and nature and highly advocates the re-enchantment of nature from the perspective of ethic. However, this paper argues that the natural ethical definition of British and American ecological criticism is constantly impacted and supplemented by the theoretical supersession from its inside and the questioning from the outside. The significance of different interpretations of Chinese texts also challenges the established legality of the ecological ethical order of British and American post modernism. Taking nature, survival and the game of national ethic in both Chinese and western literary texts as the case study, this articleattempts to explore the self adjustment of ecological ethical view in different social contexts and Chinese amendment of Marxist philosophy to the ethical-oriented the British and American ecological criticism. The paper concludes that the Chinese interpretation of western ecological criticism needs Chinese amendment and supplementation and our most important characteristic is the organic ecological ethical view which blends Marxist nature and developing national conditions.
