摘要/Abstract

摘要： 环境问责政策是否提升了环境治理绩效是最近几年学术界研究的热点问题之一，但得出的结论并不一致。使用Meta分析方法，对选取的62篇关于环境问责与环境治理绩效之间关系的文献进行系统分析。研究发现环境问责政策总体对于环境治理绩效改善显著为正，其中对大气、水体和固废治理的平均效应量分别为0.067、0.050和0.094，说明这种作用力度有限。在整个效应关系中，研究方法、样本级别和研究类别起到了调节作用。从总体上整合了已有研究之间不同结论的分歧，为下一步环境问责政策完善提供了研究证据。

Abstract: Whether environmental accountability policies can improve environmental governance performance is one of the hot issues in academic research in recent years， but the conclusions are not consistent. Therefore， a Meta-analysis method was used to systematically analyze 62 selected literatures on the relationship between environmental accountability and environmental governance performance. It was found that in general environmental accountability policies have a significant positive effect on environmental governance performance， and the average effect size on air， water and solid waste governance is 0.067， 0.050 and 0.094 respectively， indicating that this effect is limited. In terms of the overall effect relationship， research method， sample level and study category play a moderating role. On the whole， the differences between the conclusions of existing studies are integrated and the research evidence is provided for the improvement of environmental accountability policies in the next step.
