摘要: 高质量教育体系的构建,关键在于以系统观念为指引,对教育改革发展进程中面对的错综环境和复杂问题进行全面、辩证和长远地谋划和解决。在系统实践层面,高质量教育体系就是组织管理新时代“教育系统”的科学方法,其系统工程性体现在它是高水平的人才培养体系,是“全员、全程、全方位”的协同育人体系,是坚持以人民为中心的教育服务体系,是拥有高素质教师队伍的人才管理体系,是助推国家现代化发展的创新服务体系。借助系统工程思维工具,阐述高质量教育体系自身及内部诸要素之间方向性、引领性、协同性、创新性和公平性特质,对于充分发挥高质量教育体系各要素的协同联结作用,完善高质量教育体系的运行机制具有重要的认识论意义。

Abstract: The key to the construction of high-quality education system lies in the comprehensive, dialectical and long-term planning and solution of the intricate environment and complex problems faced in the process of educational reform and development under the guidance of the system concept. At the system practice level, high quality education system is the scientific method for organizing and managing the “education system” in the new era. Its systematic engineering is reflected in it is a high-level talent cultivation system, an “all-staff, whole process and all-round” collaborative education system, a people-centered education service system, a talent management system with high-quality teachers, and an innovative service system that promotes the modernization of our country. With the help of the thinking tool of system engineering, it is of great epistemological significance to elaborate the directionality, guidance, synergy, innovation and fairness of the high-quality education system itself and its internal elements, so as to give full play to the synergy and connection of the elements of the high-quality education system and improve the operation mechanism of the high-quality education system.
