Abstract: At present， the construction of intelligent courts in China has been fruitful. How to realize the deep integration of administrative trial system and intelligent technology， and the effective coordination of human intelligence and artificial intelligence have become an important issue of the intelligentization of administrative litigation. Based on the needs of the people， the governance mode of smart society has expanded from post-dispute resolution to pre-conflict prevention， with the goal of achieving judicial justice in an efficient and timely manner. The intelligent construction of administrative litigation should fully respond to the governance needs of a society ruled by laws， and combine the three major contents of the reform of the administrative trial system， that is， give play to the social governance function of administrative trials， promote the diversion of complicated and simple cases and the uniform application of laws， and carry out the specific construction of the intelligentization of administrative litigation. Specifically， the steps of “building a platform and formulating rules” should be followed， two aspects should be constructed—the construction of an integrated intelligent platform and the intelligent response of litigation rules， and constant advancement from technological innovation to rule innovation should be made.
