Management Process of Interdepartmental Collaboration in Local Governments from the Perspective of Collaborative Performance

Abstract:

The management process of interdepartmental collaboration is a crucial factor influencing collaborative performance. Existing studies have primarily focused on specific processes, lacking an integrated analysis of the overall management process. A qualitative meta-analysis approach is employed to study 20 cases of interdepartmental collaboration in China. It is found that interdepartmental collaborative management in the Chinese context comprises six fundamental processes: collaborative planning, collaborative organizational structure establishment, collaborative drivers, collaborative coordination mechanisms, collaborative control mechanisms, and organizational learning. Organizational structure establishment achieves its functionality through political management, horizontal management processes and the construction of drivers, and enhances overall adaptability through the learning mechanism of management processes. Interdepartmental collaboration achieves the maximization of collaborative performance through the effective operation of four management mechanisms, thereby achieving governance objectives.
