Based on the connotation and structure of uncertainty， the pro-cyclical characteristics of the moral hazards of emerging technologies are discussed and the discontinuous balance between the uncertainty and the moral hazards of emerging technologies is confirmed. Considering the dimensions and the factors influencing the counter-cyclical moral governance， and based on the rational and irrational characteristics of technological subjects， the moral adaptation path and moral emotion path of counter-cyclical regulation are put forward. The Impact of the Application of Macro-prudential Policy Tools on the Effectiveness of China's Monetary Policy JIN Chunyu， WANG Wei 2021, 23 (4):  15-25.  DOI: 10.15936/j.cnki.1008-3758.2021.04.003 Abstract ( 295 )   HTML ( 6)   PDF (3023KB) ( 247 )   This paper empirically tests the impact of the application of macroeconomic prudential policy tools of different intensities on the effectiveness of China's monetary policy regulating “economic growth， price stability， and financial stability” based on the MDQVAR model， and proposes the optimal combination of monetary policy and macro-prudential policy for different economic control objectives accordingly. It is found in the study that in the process of specific policy coordination， the policy combination form should be selected according to the main objectives of different periods of economic development as much as possible. Lowering the statutory deposit reserve ratio or relaxing capital inflows with the increase in the supply of money during the economic downturn can restore real economic growth as soon as possible. Adjusting the loan-to-value ratio and increasing money supply during the stable period of the economy can achieve steady economic growth， and avoid the loss from inflation. Raising the statutory deposit reserve ratio and interest rate during the economic overheating period can quickly reduce the inflation rate and stabilize prices. And the promotion of knowledge sharing among employees is also regarded as the key to the organization's sustainable competitive advantage. In view of this， based on 221 survey data， this study uses hierarchical regression analysis to investigate the impact of human resource management strength on knowledge sharing， and examines the mediating effect of self-efficacy and the moderating effect of employee information literacy. The results indicate that:human resource management strength has a positive impact on knowledge sharing. Self-efficacy plays a partial mediating role between human resource management strength and knowledge sharing. Employee information literacy plays a negative role in regulating human resource management strength and knowledge sharing. References | Related Articles | Metrics

Through Logistic regression analysis， the paper examines whether and how internal audit efficiency affects the repair of internal control weaknesses， and further examines the moderating effect of internal audit independence. It is found that the efficiency of internal audit can promote the repair of internal control weaknesses of listed companies. Internal audit independence is the essential premise for internal audit to play its role. Compared with the internal control environment with low level of internal audit independence， higher internal audit independence will promote the positive role of internal audit efficiency in the repair of internal control weaknesses. It is found that compared with government-public attention congruence， environmental governance efficiency is higher when there is incongruence; in the context of government-public attention congruence， compared with low congruence， environmental governance efficiency is higher when the government-public attention congruence is high; under the situation of government-public attention incongruence， compared with the case that government attention is higher than public attention， environmental governance efficiency is higher when public attention is high. Environmental protection interview strengthens the impact of government-public attention congruence on efficiency of environmental governance， and helps change the coercion role of public concern into conscious actions of the government. In serious emergencies， government decision-making matters rely more on scientific and technological consultation because of rich science and technology factors， but scientific and technological consultation-government decision-making mode face many challenges in serious emergencies. The uncertainty of science and the existence of information exchange bias and interaction barriers between science and technology consulting experts and government decision-making departments make it difficult for scientific and technological consultation-government decision-making mode to work in serious emergencies. In the mode of scientific and technological consultation-government decision-making， each party has different interest demands， and the interest game becomes more complex and intense in serious emergencies. Balancing the interest game relationship among the subjects is the basis for optimizing the mode of scientific and technological consultation-government decision-making in serious emergencies. The consultant， the decision-maker and the media should take the balance as the means， guide and serve the public participation as the main line， and realize the consultation and decision-making purpose of safeguarding public interest and meeting legitimate needs of the public. Based on the inter-government and inter-city relation variables， this paper uses social network analysis method， visualizes the structure and form of medical service cooperation network in Jingjinji Metropolitan region， and measures the structural attributes and cooperation effects of cooperation network. It is found that the inter-governmental network in Jingjinji Metropolitan region is relatively loose， the inter-city network is positively and closely linked， and the inter-city policy relationship matrix and inter-city action relationship matrix are highly synergistic. From such aspects as collective dilemma， transaction cost， cooperative risk， cooperative mechanism and cooperative benefit， explanations and predictions are given regarding medical service cooperation development in Jingjinji Metropolitan region. “Lock-in” and “Pull-back”: The Impact of Medical Insurance on the Residence Intention of Floating Population MENG Yingying， ZHANG Xiaodong， WANG Jing 2021, 23 (4):  67-75.  DOI: 10.15936/j.cnki.1008-3758.2021.04.009 Abstract ( 296 )   HTML ( 7)   PDF (975KB) ( 304 )   Based on China Migrants Dynamic Survey data (2017)， this paper empirically analyzes the impact of medical insurance on the residence intention of floating population. It is found in the study that participating in the medical insurance in their current residence has the “lock-in” effect and increases the residence intention of floating population， while participating in the medical insurance in the place of domicile has the “pull-back” effect and reduces the residence intention of floating population. The “pull-back” effect and “lock-in” effect are strengthened with the improvement of the benefits level of medical insurances. Further analysis shows that the impact of medical insurance on the residence intention of floating population is restricted by flow distance. The “lock-in” effect of the insured in the place of residence and the “pull-back” effect of the insured in the place of domicile both increase gradually with the extension of flow distance. The government is supposed to continuously deepen the reform of medical insurance， simplify the reimbursement procedures in different places， improve the level of off-site reimbursement， and break the system barriers of geographical division to realize equal access to medical security rights by floating population. There are also two types of protests by the procuratorial organs: supplementary punishment protest based on the defendant's appeal and independent supervision protests based on the procuratorial's objective obligation. In addition to the conflict of power discourse and legal interests caused by different litigants' leniency， it also stems from the dispute between the prosecution and the defense over the boundary of right derogation centered on the defendant's right of appeal， as well as the difference in the recognition of trial level function caused by the plea relief procedure. In this regard， it is necessary not only to clarify the relief guiding principle of the review of appeal points， which takes the defendant's right of appeal as the core， but also to build a quantitative review mechanism of appeal reasons and a typed adjudication mechanism of relief cases. It also needs to complement and perfect some procedural elements in the first instance stage， and standardize and systematize the negotiation procedure of confession， punishment and sentencing. From the perspective of introducing the German-style proportional payment principle into China's insurance law， compared with the “payment unless exceptions” mode in common law jurisdictions and the “blanket exclusion” mode in civil law jurisdictions which are both influenced by the “all-or-nothing” principle， the principle of proportional payment rightly reflects the contemporary requirement of the balance of the principle of utmost good faith， the principle of insurance consumer protection and the principle of equilibrium， and thus has a unique and outstanding comparative advantage. Moreover， it has proved by the legal practice that difficulties and problems in the judicial process of the principle of proportional payment will also be eliminated gradually. Based on the respect for the defendant's freedom of choice， such benefit is not enrichment for a particular defendant. Therefore， there is no unjust enrichment. This is an issue in the first stage of whether the obligation based on unjust enrichment can be established， rather than in the second stage of whether restitution should be qualified by subjective devaluation. When the benefit is incontrovertible or is chosen by the defendant， there is no imposed benefit. The defendant has chosen the benefit if there is a request， retention of readily returnable benefit， free acceptance， or subsequently confirmation. Regarding whether the defendant has chosen the benefit or evaluated the benefit， it should be viewed from a reasonable third person in the position of the defendant. Negri regards the dramatic practice as a powerful form against the “empire”. By showing the violent resistance of the multitude on the stage， he intends to create a new revolutionary subject for the realization of communism in the post-modern context of the empire， which eventually leads to a cosmopolitan community. Trilogy of Resistance embodies the pioneering experimentation， political practicality and the power of aesthetic Utopia of Western radical left dramas. However， the aristocratic gentleman is kind and nice but unable to solve dramatic conflicts whereas the witty trickster is clever and resourceful but somewhat coarse and uncivil. In his famous comedy The Way of the World， William Congreve creates a new character-Mirabell， a capitalist gentleman， by developing the good characteristics of traditional protagonists in English Renaissance Comedy， emulating qualities mentioned in Some Thoughts Concerning Education and impersonating the spirit of contract. He is not only as gentle and noble as an aristocratic gentleman but also as sophisticated and shrewd as a witty trickster. In the comedy， Mirabell outwits the wicked opponent by contract， punishing the evil and praising the good. This character is not only the innovation of Congreve but also the embodiment of the period.
