摘要： 在单一体制下，中国地方政府的政策制定时常受到中央政府的干预。将中央政府干预区分为行政指令、政治激励和经济激励三种类型，并据此提出了一个中国政治结构下的中央政府干预与政策扩散关系分析框架，进而以廉租房政策为例，总结该政策在中国地级市的扩散路径与特征。分析结果表明，在政策扩散的不同阶段，中央政府运用的干预手段是不同的，在政策扩散早期阶段主导性的是行政指令，后期则主要采用政治激励和经济激励。

Abstract: Under the unitary system， the policy-making process of Chinese local governments is often intervened by the central government. The central government intervention can be categorized into three types， namely， administrative instruction， political incentives and economic incentives. Accordingly， an analytical framework of the relationship between central government intervention and policy diffusion under the Chinese political structure was developed. Taking the low-rent housing policy as an example， the diffusion path and characteristics of Chinese local governments were summarized. The results showed that the type of central government intervention hinges upon the policy diffusion process. Administrative instruction is the dominant type at the early stage of policy diffusion， whereas political and economic incentives become the main interventions during the later diffusion period.
