Abstract: This study discusses the delimitation and peculiarities of eco-innovation, based on which it further proposes introducing a fourth innovative subject apart from university, industry and government in a civil society. Compared to general innovation, eco-innovation, a carrier of both economic profit and environmental profit, has the peculiarities of emphasizing environmental benefit, dual externality, environmentally-regulated impetus, social innovation and institutional innovation. It is important for the Chinese government to reflect upon the important role civil society groups play in changing Chinas social life styles and consumption habits so as to promote a green economy. Enterprises and companies are suggested to proactively taking their corporate social responsibilities as an important business strategy.
