Abstract: Cultural industry innovation could be defined as a process of producing cultural artifacts in a large scale and converting cultural works into cultural products by adding scalability, profitability, structurality, convertibility and standard. In order to promote the scale development of cultural industry, the public cultural service network should be improved and the export of cultural products should be increased. In order to promote the profitability development of cultural industry, the cultural industry chains should be extended and the tax preferential policies should be reinforced. In terms of structural adjustment, the cultural industry system should be reformed and the cultural industry should be developed collaboratively in both urban and rural areas. When it comes to promoting the convertibility development of cultural industry, the independent innovation capability of cultural technology should be strengthened.
