Abstract: Unlike other ways in which Party building leads community governance， the practice of “Party Members Going Deep into the Grassroots” reflects the supportive role of a large number of in-service Party members under the unified leadership of party organizations with various organizational relationships outside the community in community construction， demonstrating the governance logic of external empowerment of political parties. In practice， it includes completing tasks according to community needs by in-service Party members (clicking on orders)， jointly promoting governance matters assigned by superiors of Party members and community cadres (task advancement)， relying on specific projects to optimize community governance (project co-construction)， and assigning Party members with long-term part-time positions as building managers and grid personnel (part-time positions). The above-mentioned four paths have played a positive role in filling governance resources， responding to the residents' demands， and implementing supervision and guidance in the community. In the future， the “three combinations” should be achieved， which are the combination of clarifying the responsibilities and missions of Party members and providing appropriate practical benefits and rewards， continuously endowing external governance resources with the optimization of the internal system foundation of the community， and assisting community cadres in advancing tasks together with deeply linking with the ordinary residents in the community. The practical model of external empowerment of political parties inherits the local experience of urban governance in the history of the Party and the country.
