    On the National Unified Market, Factor Mobility and Regional Development Disparities

    The construction of a national unified market is a crucial force in reducing regional development disparities. Based on the data from 31 provinces in China from 1993 to 2022, the impact of the national unified market on regional development disparities is examined. Furthermore, the mediating role of factor mobility and the moderating effect of informatization level are explored. The findings indicate that the construction of the national unified market exhibits a significant inverted U-shaped effect on regional development disparities. Labor mobility, capital mobility, and technology mobility are the key pathways through which the unified market influences regional development disparities. Additionally, informatization level positively moderates the inverted U-shaped relationship, advancing the turning point where disparities begin to decline. However, low geographic accessibility and high resource dependence may constrain the regional equalization effects of the national unified market.

    The Danger and Salvation of Ge-stell:OnHeidegger’s Question Concerning Technology

    The essence of modern technology and its implications for the fate of the humanity were among the core concerns of Heidegger’s later thoughts. Within these concerns, Ge-stell (enframing) undoubtedly stands as a pivotal concept. The intellectual trajectory of Heidegger’s later essay The Question Concerning Technology is traced, situating his newly coined concept of Ge-stell through the broader unfolding of Western metaphysics and within the horizon of truth as alētheia (unconcealment). It is elucidated and argued that Heidegger’s key concepts surrounding Ge-stell-such as Her-vor-bringen (bringing-forth), Herausfordern (challenging-forth), Bestellen (ordering/setting-in-place), and Bestand (standing-reserve)-as well as the “danger” and “salvation” the humankind faces in this era of technological domination and control, can only be properly understood through a unveiling of the essence of the concept of Ge-stell. Furthermore, the current developments in human technology such as the philosophical significance of large language models centered on AI may, through a critical engagement with Ge-stell, reveal their potential to illuminate new directions for future philosophy.

    On the Mutual Rebirth of Science-Technology and Philosophy in the Age of AI

    The deepening evolution of the fourth technological revolution centered on artificial intelligence has not only triggered technology’s erosion of traditional philosophical foundations, but also called for the reconstruction of a new philosophical paradigm which is compatible with its advancement. Technological erosion compels us to revive the spirit of fundamental inquiry (wèndào), while philosophical reconstruction signifies that technological innovation cannot traverse the wilderness of philosophical absence alone. The mutual grounding and symbiotic evolution of technology and philosophy not only consolidate an empirical foundation for philosophy’s practical turn, but also infuse technological innovation with a humanistic dimension, and install an “ethical system” for the new civilizational epoch. Only through this integration can the humanity shed the methodological shackles and thinking inertia of bipolar opposition and reinvent the equation defining “what it means to be human”.

    Impact of Technology Trading Markets on Firm Innovation

    Technology Trading Markets (TTMs) play an important role in the national unified market and national innovation system. Based on the National Patent Technology Exhibition and Trading Platform Plan, a staggered DID model is adopted to analyze the impact of TTMs on firm innovation. It is found that TTMs exhibit a significant innovation incentive effect. In terms of the mechanism, TTMs improve firm innovation through increasing the number of researchers and promoting collaborative RD. The heterogeneity analysis shows that the better a firm’s innovation foundation, the more pronounced the positive effect of TTMs on innovation quality; conversely, the weaker a firm’s innovation foundation, the stronger the boost the market provides to innovation quantity. Moreover, firms in industries with faster technological change have a stronger incentive to increase innovation, in terms of both quantity and quality. As a whole, TTMs fail to expand firms’ innovation boundaries; however, the subgroup tests indicate that they significantly broaden the innovation boundaries of non-state-owned firms.

    Measurement of the Development Levels of Green Inclusive Finance in China and Analysis of Regional Differences

    To achieve the win-win development of the ecological environment and economic value, it is necessary to accelerate the integrated development of green finance and inclusive finance. The connotation of green inclusive finance is determined based on green finance and inclusive finance, and the index system of green inclusive finance is constructed from four dimensions. Based on the subjective and objective combination empowerment method, the green inclusive finance index of China’s provincial administrative regions from 2010 to 2021 is measured. Weighted average deviation and Dagum Gini coefficient are used to reveal the development levels and regional differences of green inclusive finance in China. The results show that the green inclusive finance index of China shows a fluctuating upward trend, but the overall level is low, and the development level of the eastern region is ahead of the other regions. There are regional differences in the levels of green inclusive finance in China, but the overall degree of difference is small and shows a trend of fluctuation and decline, and the development of inter-regional equilibrium is more positive than that of intra-regional equilibrium.

    TMT Characteristics and Firms’ Participation in National Standards: An Empirical Study Based on Chinese Listed Industrial Firms

    Standards-focused competition constitutes a crucial avenue through which firms sustain their competitive advantage. Drawing on the upper-echelons theory and the resource-based view, and using the panel data of the Chinese listed industrial firms from 2009 to 2023, the regression analysis is employed to examine how top-management-team (TMT) characteristics affect firms’ participation in national standards. The results indicate that the educational level of TMT shows no significant effect on participation in national standards, whereas tenure, market experience, and academic experience all exert significant positive effect. Industries’ technological level strengthens the positive effect of tenure, and industrial competition attenuates the impact of market experience while strengthening that of academic experience. Compared with prior university teaching or research-institute positions, academic executives’ experience gained in professional associations more effectively boosts their participation in national standards. Moreover, tenure reinforces the long-term orientation of market-experienced executives, and this effect is further intensified by industries’ technological level. These findings may provide useful references for firms to formulate standards-focused competition strategies.

    Which Open Ecology of Public Data Promotes the Development of High-level New Quality Productive Forces? A Dynamic QCA Analysis Based on the Provincial Panel Data

    This study developed a framework grounded in the perspectives of the open ecosystem of public data and organizational ecology. Using panel data from 16 provinces and municipalities between 2019 and 2023, and applying the dynamic QCA method, it investigated how different configurations of ecological factors contribute to the advancement of new quality productive forces. The findings indicate that, temporally, no single element of the open ecosystem of public data constitutes a necessary condition for the development of high-level new quality productive forces. However, both policy preparedness and demand responsiveness demonstrate an increasing trend in necessity over time. Spatially, certain individual ecosystem elements serve as necessary conditions in some provinces or municipalities, though regional effects are not statistically significant. Three types of configurations contribute to the development of high-level new quality productive forces: demand-driven by beneficiaries under the dominance of a single actor group; supply-demand driven by “providers-beneficiaries” under partial mutualism; and supply-demand driven by “providers-users-beneficiaries” under complete mutualism. Conversely, two configurations are associated with the absence of high-level new quality productive forces: one representing an underdeveloped or immature ecosystem, and the other marked by insufficient demands from users and beneficiaries. Across all the configurations, no significant temporal or regional effects are observed.

    In the digital era, the paradox of technology being “empowered yet ineffective” has become ubiquitous in the governance of smart platforms. An in-depth typical case analysis of the development of a smart community cloud platform in X subdistrict, S district, H city is conducted through the analytical lens of a “vertical-horizontal interactive” actor-network to explore the reasons for the limited effectiveness of grassroots smart governance. The findings reveal that on the structural side, the failure of element embedding is manifested in ambiguous governance under a pressure-driven system, performance distortions driven by formalism, and fragmented networks caused by the absence of emotional mobilization; on the action side, the failure of linkage arises from weakened organizational cohesion around action goals, limited digital literacy among actors, and the inability of actors to coordinate effectively. Together, these factors constrain the potentials of the actor-network. Therefore, grassroots smart governance should advance the construction of “vertical-horizontal interactive” smart platforms by fostering an actor-network that integrates both structural and action dimensions.

    Effect of Long-term Care Insurance on Fertility Intentions: Evidence from the First Batch of National-level Pilot Programs in 2016

    Correctly understanding and addressing the relationship between long-term care insurance (LTCI) policies and fertility intentions is of great significance for achieving effective synergy between social security policies and population policies, as well as promoting high-quality population development. Based on the panel data from China Family Panel Studies (CFPS), methods such as PSM-DID are employed to examine the impact of LTCI on fertility intentions. The results indicate that LTCI policies significantly reduce residents’ fertility intentions, and this conclusion remains valid across a series of robustness tests. Additionally, the inhibitory effect of LTCI on fertility intentions is more pronounced among women aged 35 and below, individuals with higher incomes, and rural residents. Further mechanism analysis reveals that the weakening of traditional fertility concepts, increased female labor force participation, and upgrading of family consumption structures are the key channels through which LTCI crowds out fertility intentions. Accordingly, it is necessary to strengthen LTCI’s support for informal care within families, improve supporting policies to protect women’s reproductive rights, and reduce families’ reproductive costs.

    Public managers often face the contradiction of balancing equity and efficiency, and technical means are often regarded as an effective tool for resolving tensions. The development of digital government optimizes government services, while the elderly face the digital divide of having no access to the Internet. Administrative burdens that happen during this process require our attention. Through in-depth interviews with grassroots officials and old-age allowance recipients in City Z, the generation and transferring of administrative burdens during the government’s digitalization drive is examined, particularly regarding the digital divide for the elderly. Research has found that digital means have not fully achieved their value goals, and the technological impact alone has not reached the deep layers of organizational structures, resulting in administrative burdens generated and transferred between the elderly and officials. As a result, administrative burdens are being exacerbated. In response to these issues, in promoting digital transformation in public welfare policies, it is necessary to handle the relationship between value logic and tool logic, reduce administrative burdens, and promote social fairness.

    Rights Remedies of Third-party Beneficiary Contracts from a Security Perspective

    The positions of creditors and third parties in third-party beneficiary contracts are not unified, and conflicts may arise over remedies when the debtor defaults. Special solutions should focus on the unique consideration and contract purpose, particularly regarding rescission and damages. Such contracts can be classified as donative or satisfaction-based. For the former, creditors should have sole discretion over remedies. For the latter, attention should be paid to the creditor’s use of the debtor’s performance as security or satisfaction of their own debt to the third party, thereby enhancing the third party’s reliance. Remedies should reflect this security function: generally, contracts benefiting third parties should be preserved, and rescission allowed only when the creditor’s obligation to the third party is extinguished, typically upon satisfaction. For alternative performance and damages, alignment between the creditor’s obligation to the third party and the debtor’s obligation is essential.

    Legal Regulatory Pathways for Big Data Cleansing in AI Medical Devices

    As one of the three core elements of AI, data quality has increasingly become a focal point in AI research. Technical defects in data collection and other processes often result in dirty data in the dataset, necessitating the application of big data cleansing techniques to mitigate risks such as biases in AI algorithms. However, non-compliant big data cleansing behaviors may have a negative impact on data quality. Focusing on AI medical devices, an interdisciplinary approach is employed to examine the normative challenges and practical dilemmas of big data cleansing from both technical and legal perspectives. Furthermore, comparative methods are applied, drawing on legal practices such as the European Union’s Medical Device Regulation (MDR) and Artificial Intelligence Act, while taking into account China’s national context. Such pathways for regulatory innovation are proposed, including promoting the integration and interaction between technical standards for dataset quality and legal regulations, clarifying obligations for big data cleansing within the framework of AI legislation, and improving the intervention and adaptation of product liability systems.

The excellent traditional Chinese culture is the root and soul of the Chinese nation, and the wisdom crystallization and essence of the Chinese civilization. Through modernization, we can better promote the creative transformation and innovative development of China’s excellent traditional culture, and provide endogenous power and spiritual support for Chinese modernization. To achieve modernization of traditional culture, we must adhere to the guidance of the “second combination” on the fundamental path, activate the excellent factors in traditional culture with Marxism and endow them with new contemporary connotations, ensuring the socialist direction of modernization of traditional culture; on the dialectical path, it is necessary to follow the method of dialectical unity thinking, and inherit, transform, and enrich the development of traditional culture while adhering to the unity of contemporaneity and historicity, “constancy” and “change”, and national and global characteristics; on the development path, innovative means should be used to promote the modernization and leap of traditional culture in terms of content form and industrialization through reform innovation, technological innovation, and information intelligence innovation.

    Space-time Logic and Action Strategy of Integrated Development of Education, Science and Technology and Talents

    Since the founding of the People’s Republic of China, education, science and technology and talents have gone through the tortuous exploration phase of relational restructuring, the market transformation phase of relational breakthrough, and the strategic synergy phase of relational enhancement, revealing a temporal logic characterized by the interplay of multiple factors and cross-system mutual promotion and symbiosis with modernization as the main line. According to Lefebvre’s theory of spatial relations, education, science and technology and talents are represented by the complementarity in material space, alignment within the domain of mental space, and coordination in practical space, and exhibit a unique development logic in the three-dimensional spatial relations of regionalization-urbanization, modern civilization of the Chinese nation, and new national system abstracted through the course of Chinese-style modernization. Under the new situation, we should build China’s action strategy of integrated development of education, science and technology along the three dimensions of thought, system and technology, and solve the problems of their collaborative development in ideological direction, resources allocation and interaction mechanism.

    How Does Psychological Anxiety Affect Doctoral Candidates’ Academic Ability and Academic Enthusiasm: Based on Conservation of Resources Theory

    Psychological anxiety is a common psychological issue among doctoral candidates. However, the relationship between psychological anxiety and the cultivation quality of doctoral candidates remains unexplored. Based on the data from Nature’s 2019 global survey of doctoral candidates and grounded in the conservation of resources theory, the impact of psychological anxiety on doctoral candidates’ academic ability and academic enthusiasm is investigated. The results show that psychological anxiety has a significant negative effect on both academic ability and academic enthusiasm, which increases with the increase of anxiety level; psychological anxiety hinders the development of academic ability by weakening research investment and suppresses academic enthusiasm by reducing the satisfaction of pursuing doctoral degrees. The impact of psychological anxiety varies contingently on doctoral candidates’ levels of academic ability and academic enthusiasm, and multidimensional support provided by supervisors and schools can effectively alleviate its negative effect. Early intervention, improved training environments, and enhanced academic and emotional support from supervisors are essential to improving the overall quality of doctoral education.
