Analysis of Mask Based on Technological Phenomenology

The article analyzes masks with technological phenomenology， reveals the difficulty of the mask-specific trust， and explains the “anti-wearing mask” phenomenon. The existing technological phenomenological theories have certain limitations in explaining mask cases， and there is a misuse of “embodied” concepts in Ihde's theory. “Magnification/reduction” and “transparency” concepts also have limitations. Compared with “transparency”， “security” is more important in mask cases. By examining the multistability of masks in different contexts， it is found that cultural and other contextual factors enter perception through the transmission of hermeneutic strategies and relationship strategies. As a philosophical research of specific technologies， the article can enrich the understanding of masks， and provide several revisions and supplements to Ihde's theory.

From the viewpoints of both realism and constructivism， our theories about nature can be either reduced to the natural reality， or interpreted as the construction of social culture. This has pre-supposed the dualism between nature and culture. Donna Haraway， as a feminist scholar， has shown through her study of primatology that this dualism arises from the anthropomorphism. Influenced by the process philosophy of Whitehead， Haraway proposed the idea of companionship. Human and non-human， nature and culture are “becoming with” each other. This indicates that the subject and the object are generated from their companionship， which dispels dualism at the level of ontology. This also supplies the theoretical foundation for understanding nature from the perspective of “actors” .

Geographical factors have an important impact on economic decision-making and social relations among different economic subjects. From the perspective of geographical economics， by using the data of listed private enterprises and the theories of political connections and government subsidies， the influence of geographical factors on enterprises' seeking of government subsidies is discussed. The results show that the closer the geographical distance between the enterprise and the local government is， the higher the government subsidy income the enterprise can obtain， meaning that the enterprise establishes “implicit political connections” by virtue of geographical proximity. This phenomenon is more obvious in enterprises with higher degree of financing constraint， but has no significant correlation with the enterprise size. Rent-seeking behavior of enterprises is the main mechanism for constructing implicit political connections. Geographical proximity and political connections have a substitution effect on the impact of corporate government subsidies， while political and business distance and corporate donation have complementary roles in influencing corporate government subsidies.

The Influence of Chinese Family Housing Wealth on Social Donation Behavior

Philanthropy has always been regarded as an important supplement to the social security system， and has been playing the role of the third distribution in society. Based on the 2018 CFPS family tracking survey database and using the Probit model， the Tobit model and the instrumental variable regression， this article has verified that housing wealth has a significant role in promoting family social donation behavior and donation amount. It is found that housing credit， housing wealth changes in the short term， number of housing units， regional and urban-rural differences influence the incidence of housing wealth on family social donations to varying degrees. Using the intermediary effect model， it is verified that housing wealth adjusts the incidence of family social donation behavior through the subjective cognitive channels (sense of accomplishment， affinity) of the head of the household.

Using a sample of 293 prefecture-level cities in China from 2013 to 2018 and the system GMM model， we empirically examine the influence of local government competition on environmental governance efficiency and its mechanism based on promotion tournament theory and the attention-based view. The results of the study show that under the change of performance assessment model and promotion tournament incentives， the more intense the local government environmental competition is， the higher the environmental governance efficiency; the more intense the local government environmental competition is， the higher the government environmental attention. The local government environmental attention fully mediates the effect of the local government environmental competition on environmental governance efficiency. For this reason， incentives for environmental performance assessment should continue to be improved， the scope of environmental performance assessment indicators should be expanded， and local governments should be guided to turn their environmental attention into environmental governance actions.

Based on existing researches on diffusion of innovation， policy diffusion and policy pilot， this paper attempts to build an analytical framework， including innovation attributes， participants and upward paths， and analyze different antecedent conditions and mechanism paths that affect the transmission of policy innovation by the use of multiple-case qualitative comparative analysis and semi-structured interview. It is found that the bottom-up policy innovation transmission can be divided into top-level driving type， development leading type， business innovation type and grass-roots demand type. The effectiveness， the demand and the compliance of policy innovation are the fundamental factors which affect transmission of policy innovation. Decision-making entities and business entities are necessary participants to any type of policy innovation transmission. The vertical path is the main path to make policy innovation transmission come true， and cross sector path can also realize the vertical transmission of policy innovation under specific policy circumstances.

Policy design is a hot topic of public policy research. The existing analytical frameworks， such as social construction theory， tools combination theory and innovation management theory， provide analytical paradigms for policy design in the public field， but they also have their own interpretation limitations. By constructing the target group-subject-focus-method analysis framework of policy design， the essential differences between policy design and policy setting are compared， and the target group-orientation of policy design is highlighted. This paper expounds the design alliance relationship between the government and the participants of policy design， and discusses the focuses on the use and arrangement of tools， design time and space， and design thinking issues in the design process. It adopts tool screening method， focused group method and innovative design method， which are mainly applied to major national and regional decision-making， regional specific environment and knowledge linkage fields. We should grasp the analytical framework and application inspiration of policy design， and enhance the top-level design and macro planning ability of public policy in the Chinese scenario.

Collaborative governance is an important issue facing the emergency management systems. Although the emergency management system in the United States has a complete organizational structure， sufficient regulations， clear division of tasks， and smooth cooperation channels in terms of collaborative governance， in practice， its collaborative governance has fallen into the dilemma of “failing to help each other in the same boat”. Under the analytical framework of contingency model of collaborative governance， the differences in capabilities， cooperative mentality， cooperative history and cooperative institutional environment of emergency management subjects in the United States create the dilemma of whether to implement collaborative governance. There are decision-making barriers， lack of governance authority and “free-rider” problems in the emergency management system of the United States， which are the realistic dilemma of collaborative governance brought about by the design of the emergency management system in the United States. The loosely coupled collaboration system， the “whole crisis” and “full cycle” collaboration concept， and the flexible “whole-society” collaboration method are the way out for the United States' emergency management system to “help each other in the same boat”.

The refined research on public security risk governance objectively requires paying more attention to self-organization research on relevant subjects while strengthening policy and system research. The organic coupling between self-organization and other-organization is the prerequisite and basis for realizing the improvement of public security risk governance performance. The deepening of self-organization research makes it possible for the synergy of “behavior-risk” to promote the change of discourse in public security risk governance. The improvement of public security risk governance performance objectively needs to strengthen the risk goverance research under the discourse of human self-organization ability， strengthen the public security risk education and research on pre-control mechanism with self-organization ability as the main axis， optimize the system governance mechanism based on self-organization theory.

Sentencing for the Crime of Money Laundering

The current situation of sentencing for the crime of money laundering has some deficiencies， such as the uncertain thresholds for conviction， the discordant sentencing for the crime of money laundering and other crimes of illegally acquired goods in Criminal Law， and the imbalance in sentencing for the crime of money laundering and the predicate crimes in the same case. In order to guarantee the justice in sentencing for the crime of money laundering， on one hand， the external coordination of sentencing for the crime of money laundering and other crimes of illegally acquired goods should be ensured. The crime of money laundering is the felony in crimes of illegally acquired goods. Therefore， the sentencing for the crime of money laundering shall not be lighter than other crimes of illegally acquired goods. On the other hand， the internal coordination of sentencing for the crime of money laundering in the same case should be maintained. The sentencing for the crime of money laundering， as the downstream crime， should not be heavier than the predicate crimes in the same case， but there is a positive correlation between the sentencing severity of predicate crimes and the sentencing of the crime of money laundering. Besides， the sentencing for self-money-laundering should be lighter than the third-party-money-laundering.

There is obvious imbalance between crime and punishment in the practice of the crime of organizing and leading pyramid schemes， because the number of participants recruited by the defendant is calculated by indirect rules based on the mainstream view of judicial interpretation， which leads the amount of crime to a serious overestimation. Taking the national-scale “ShanXinHui” Organization as a typical case， a multiple linear regression model established on the data in 1792 judgment documents shows that the existing crime calculation rules cannot reasonably describe the balanced relationship between crime and punishment. Indirect calculating rules have three specific defects in criminal law dogmatics， namely， abuse of system interpretation skills， neglect of accomplices' depletion， and excessive import of criminal policies. After these defects are amended， it is advisable to apply direct calculating rules to first-time offenders.

The commendation system of the Communist Party of China is a significant institutional arrangement for the party to lead the people， achieve the political goals of the party and the country， and promote the normal operation of political activities. It is an important part of the socialist system with Chinese characteristics. From the perspective of practice， the CPC commendation system has gone through the initial generation and exploration of the foundation， the “multiple variations” of the institutionalization and tortuous development， the pioneering and innovation of the category of “intra-party commendation system”， as well as the logical evolution of the integral reconstruction of the framework of intra-party laws and regulations， by which the majestic power of honorary example is continuously extended via the transformation of “spiritual order” into the institutional support of individual conscious practice. As an extremely important “theme” and “thesis” in the centenary glorious history of the party， systematically sorting out and summarizing its development history and logical evolvement trajectory is the key dimension and basic direction for strengthening the party's self-construction and promoting the modernization of the national governance system and governance capacity.

Social justice is the value core of modern morality. From the perspective of Marxism， social justice is interpretable. It has the historical and hierarchical nature which is suitable for the mode of production. It also acts as a normative tool with the liberation of human being as the main theme， and is used to evaluate specific mode of production and social system. At the same time， it shows a theoretical direction which uses institutional criticism and institutional revolution as the way of social justice realization. Social justice contains ethical attributes， and is associated with the institutional and value background of moral occurrence. It is the primary virtue of social system and individual citizens， and is presented as a series of normative moral entries. The main directions of collective moral construction include strengthening the construction of social justice and institutional justice to guarantee moral justice， abandoning the “unreal collective” and moving towards the “real collective” based on the value of human liberation， and determining the boundaries of collective interests and affirming the reality of individual interests and its necessity to collective interests.

Based on the questionnaire survey data covering 465 doctoral students， this paper adopts the structural equation model to investigate the influence and internal mechanism of explorative supervisors' guidance style on doctoral students' innovation behavior. The results show that the guidance style of free explorative supervisors has a significant positive effect on the doctoral students' innovation behavior， and knowledge sharing plays a mediating role between the two. At the same time， the innovation atmosphere has a positive regulating effect on the relationship between the guidance style of the free explorative supervisors and the innovation behavior. The stronger the innovation atmosphere is， the stronger the positive influence of the free explorative supervisors' guidance style on the innovation behavior. A series of recommendations is proposed in the study to actively develop diverse supervisory professional development programs， create a positive and harmonious laboratory or group atmosphere for autonomous innovation， establish an effective knowledge sharing mechanism and build a sense of belief in research and innovation at different levels， such as training units， supervisors and doctoral students.

In contrast to affect， emotion has the characteristics of being short-lived， strong， and situation-dependent， which influences the advancing of a conversation. Emotions in conversational communication play a role in showing positions， acting as social signals and constructing interactive resources. The significance of taking emotions as a focused research object based on an emic approach is to better analyze the social behaviors behind emotions and disclose the nature and law of conversational communication. Conversation analysts need to observe and track down how participants make use of or respond to emotions. In general， the approaches to explore emotions in conversation mainly include the analysis of verbal resources， prosodic resources and embodied resources， and resorting to modern technologies and equipment when necessary.

Khorchin Grassland has the feature of recording Duanmu Hongliang's self-narration of his clan history， but there are also many clan materials that have been deleted and modified in the novel. Khorchin Grassland takes the “developing” of the Northeast grassland as the story strategy， and the Marxist materialism and national “fable” style of writing triggered the selection and rewriting of clan abilities in the novel. With the narrative representation of the protagonist's “growth”/“anti-growth”， there is a narrative mechanism to pursue the “primitive force” on the grassland. Studying the reconstruction of the ability of “Khorchin Grassland” displays the constant and change of enlightenment literature in the 1930s. There are many writing divisions when Duanmu manage the clan abilities， which also affected the status of the novel in the history of literature.
