Abstract: The refined research on public security risk governance objectively requires paying more attention to self-organization research on relevant subjects while strengthening policy and system research. The organic coupling between self-organization and other-organization is the prerequisite and basis for realizing the improvement of public security risk governance performance. The deepening of self-organization research makes it possible for the synergy of “behavior-risk” to promote the change of discourse in public security risk governance. The improvement of public security risk governance performance objectively needs to strengthen the risk goverance research under the discourse of human self-organization ability， strengthen the public security risk education and research on pre-control mechanism with self-organization ability as the main axis， optimize the system governance mechanism based on self-organization theory.
