政策议程设置的触发机制研究

Research on Trigger Mechanisms in Policy Agenda Setting: A Qualitative Comparative Analysis Based on 35 Focal Events in China

摘要:

依据政治系统理论,构建了包含聚焦能力、公众需求、公众支持、把关人、总体环境和触发议程六个要素的分析框架,并通过定性比较分析(QCA)方法,从舆论热度、叠加效应、议题诉求、议题支持、信息把关和情景塑造六个条件维度探究了政策议程设置触发机制。研究发现:单一政治系统要素并不能构成政策议程设置的充分条件,政策议程设置依赖于多种因素的相互作用,由此形塑出“公众推动型”“综合作用型”和“环境影响型”三种政策议程设置触发机制。议题支持在三种触发机制中均扮演了关键角色,是政策议程设置成功的关键驱动要素。

Abstract:

Based on political systems theory, an analytical framework comprising six elements such as focusing capacity, public demand, public support, gatekeepers, general environment, and agenda trigger was constructed. Using qualitative comparative analysis (QCA), the study examined the trigger mechanisms of policy agenda setting based on focal events from six conditional dimensions: public opinion intensity, cumulative effects, issue claims, issue support, information gatekeeping, and contextual framing. The findings reveal that no single political system element constitutes a sufficient condition for policy agenda setting. The trigger of policy agenda setting depends on the interaction of multiple factors, thereby shaping three distinct trigger mechanisms: “public-driven”,“comprehensive-interaction” and “environment-influenced”. Issue support plays a pivotal role in all three triggering mechanisms and is identified as a key driving element for the successful initiation of policy agenda setting.
