新时代制度环境激励基层干部干事创业的微观逻辑

The Micro-logic for Institutional Environment to Motivate Grassroots-level Public Servants' Entrepreneurship in the New Era

摘要: 中央及各省、市不断出台激励基层干部干事创业的制度设计。那么,新时代制度环境如何激励基层干部干事创业?有必要检验新时代制度环境对基层干部干事创业的激励逻辑及边界效应。基于对中国4省173个政府组织中635名基层干部的调查研究,结果表明:新时代制度环境以规制压力、规范压力、认知压力形式激励基层干部干事创业。其中,公共服务动机影响新时代制度环境对基层干部的激励效果。由此,自我决定理论被拓展运用于阐释新时代制度环境、公共服务动机对基层干部干事创业的联合激励效应。

Abstract: The central government and various provinces or municipalities have continuously introduced institutional arrangement to motivate grassroots-level public servants' entrepreneurship. How does institutional environment in the new era motivate grassroots-level public servants' entrepreneurship? It is essential to investigate the incentive logic and boundary effects of the new era institutional environment on grassroots-level public servants' entrepreneurship. Based on a survey of 635 grassroots-level public servants from 173 government organizations in 4 provinces, it is found that institutional environment in the new era motivates grassroots-level public servants' entrepreneurship in the forms of regulatory pressure, normative pressure, and cognitive pressure. Meanwhile, PSM moderates the incentive effects of institutional environment on grassroots-level public servants in the new era. As a result, self-determination theory is extended to provide a valid interpretation for the joint incentive effect of institutional environment and public service motivation on grassroots-level public servants' entrepreneurship.
