Abstract: Urban community residents committee is a grass-roots mass self-government organization and an important carrier of grassroots participation in community governance. It plays an important role in developing socialist democracy, innovating social management and building a harmonious society. However, urban community residents committees are characterized by the strong administration of organizational functions, working systems, operating mechanisms, personnel turn-over and expenditures, which results in inadequate functioning of self-government and lack of social organizations integration. Therefore, the legal positioning of community residents committees should be further clarified into an aggregate corporation so as to define clearly the relationship among community party organizations, government and community committees, thus supplying public service effectively and reinforcing urban community residents sense of identity and belonging.
